The plan outlined the introduction of a combination of pure American chestnut and first-generation hybrid trees on conservation lands. While this initiative sparked interest among the commission members, concerns were voiced regarding the maturity and protection of the trees, potential susceptibility to blight, and the responsibility for removing the trees if they become diseased. The commission recognized the ecological and historical importance of the American chestnut and scheduled a future meeting for a more detailed presentation of the project.
In other discussions, the commission deliberated on public hearings for various construction projects, including a 4-unit subdivision on EDD Street and a large warehouse on South Wester Street. The subdivision on EDD Street, represented by Margaret Bacon from Civil Site Engineering, was a point of contention due to concerns about the path’s alignment to the lake and the need to limit tree clearing. The commission requested revisions to include additional signage within the buffer zone and sought further clarification. The hearing was continued to the April 8th meeting, along with other ongoing projects.
The commission also addressed a continuing issue of flooding on Charlotte Avenue. Tom Shutz, representing the applicant, presented incremental elevations to alleviate the problem. While progress seemed to be approaching a resolution, the commission invited public comments and opted to continue the hearing to the next meeting for further deliberation.
Another discussion revolved around a project that involved alterations to a basement to enable water to flow back out, which included changes in elevation. The commission examined architectural plans and a cut and fill table, which aimed to provide additional storage for flood compensation. Queries were raised about the necessity of a stamped plan by an engineer and further input from the Building Commissioner and the Water and Sewer Commission.
The commission also approved extensions for aquatic plant management programs for two ponds. After deliberation, the commission granted a three-year extension for both programs. Furthermore, they reviewed and approved orders of conditions for two projects that involved the construction of an addition and a garage for a recreational vehicle, both in proximity to wetlands. The standard conditions for these projects were deemed routine.
In administrative matters, the commission discussed the accuracy of meeting minutes and the potential adoption of a summary program to assist in their creation. Debate ensued over the level of detail required in the minutes, especially given the availability of word-for-word video recordings of the meetings. Additionally, the potential delay in planting due to the seasonal timeline for nursery plants was brought up in relation to the progress of the Rose Farm project.
The meeting also touched upon internal matters, such as the potential reappointments of the chair and vice chair of the commission. The current chair expressed a preference for rotation of leadership positions. The interest of a community member, Joe, in joining the commission was acknowledged, with the process for approval set to proceed through the select board’s office.
