The project’s call for a 7-foot tall chain link fence aligned with the National Electric Code, but the preference for underground wiring to reduce the visual impact of above-ground poles was a point of contention. The board’s deliberation aimed to find a compromise that would minimize the need for above-ground infrastructure and work with the utility company to explore underground options. Concerns were also raised regarding the need for clearing along Horse Neck Road for the underground line and the specifics of the layby for utility trucks.
Furthermore, a discussion on the modification of a special permit for a common driveway on Old County Road highlighted the need to balance property development with environmental regulations and local zoning laws. The permit, originally granted seven years prior, allowed for a gravel driveway that served three additional lots. The applicant, represented by Steve Josa of Scitech Engineering, proposed modifications to accommodate changes to the property layout, which included paving the driveway. Neighboring property owners voiced concerns about water runoff and flooding caused by the paved surface, prompting the board to consider the implementation of a Cape Cod berm and to seek a consulting engineer’s assessment of the drainage situation.
In addition to these primary topics, the board addressed a variety of other issues. A resident named Ken S. expressed grievances about water drainage problems resulting from a development project by a neighboring property, causing erosion and difficulty accessing his mailbox. The property owner of the development project countered these claims, leading the board to propose a continuation of the public hearing after a consulting engineer’s review.
The board approved the site plan and low impact development application for Sunrise On Tools way LLC, although concerns were raised by a resident, Penny Hatfield, about the impact of a solar array on her property, such as damage to her blueberry bushes and the potential risk posed by hurricanes.
Further discussions included the town’s preparation for sea level rise, the need for a Department of Public Infrastructure, and a recommendation to the Select Board about relocating cobble from a beach parking area. These issues underscored the urgency of addressing both environmental resilience and infrastructure maintenance, with some board members emphasizing the necessity for a clear set of rules and regulations for managing the town’s resources.
