The possibility of securing 100% state funding for the apron reconstruction stands out as a substantial advantage for the Gardner Airport. The commission is keen on using the ASMP (Airport Safety Management Plan) funds, which could cover the entire expense of the project. Details of this funding are still pending, and a special meeting might be convened to expedite discussions and decisions on this matter. If successful, this would relieve the airport of any financial obligation for the apron’s reconstruction, potentially freeing up resources for other projects or operational needs.
In relation to the runway project, the local share for the 18b survey has been a point of focus, with the commission awaiting confirmation on the exact costs. The commission is prepared to meet the grant application deadline on May 1st but seeks further direction from the City. The delay in final installations by Cullen, the electrical contractor, is due to equipment backorders, with a schedule for completion yet to be established. A draft change order, which includes moving the perimeter fence and buying spare parts for the new electrical system, is being prepared for agency review.
The master plan also took center stage during the meeting, particularly the FAA’s response to the identification of the critical aircraft and the projected growth rate. The FAA challenged the airport’s deviation from an A1 small aircraft classification and questioned the growth projections based on fuel sales data. In response, the airport revised its operation forecast and is maintaining an annual operation rate of approximately 4610. The commission plans to seek formal FAA approval but must first secure authorization to submit the revisions.
Moreover, the commission expressed concern over the lack of funding for a comprehensive aeronautical survey, which is important for an obstruction survey to determine the necessary approach surfaces to be cleared as per FAA guidelines. Despite financial constraints, airspace cases for all three beacons have been submitted to the FAA for evaluation.
Chapter five of the master plan, which covers the development of alternatives for non-aeronautical use areas, has been completed. The commission highlighted the importance of engaging both the FAA and MassDOT in this process. Members expressed an eagerness to establish a timeline for decision-making and recognized the need for formal voting on issues.
Lastly, the commission discussed the submission of a grant application for a wildlife hazard site visit, essential for the airport’s safety and operational integrity. With funding for this project still pending, the commission awaits the opportunity to proceed.
