Ocoee Approves Pickleball Complex Amidst Various Development Projects

The commission’s approval came with conditions that parking and parking ratios would undergo further evaluation at the time of site plan review. Public comments and questions were addressed by the applicant, who emphasized the project’s layout flexibility and alternative court orientations, with concerns about fire safety and traffic impacts also being considered.
Another focal point of the meeting was the small scale comprehensive plan amendment and rezoning of a parcel on Pine Street. Proposed changes included shifting the land use designation from low-density residential to light industrial and rezoning from single-family dwelling to restricted manufacturing warehousing. This parcel abuts a substandard road and a ditch, raising concerns about the potential impact on the surrounding area. After a debate, the commission moved forward with a recommendation for approval of the comprehensive plan amendment and rezoning, considering the broader impact on the city’s development trajectory.
The 606 sports training facility’s proposal to use an adjacent property for stormwater management, thereby maximizing their existing site for parking and fields, was another item on the agenda. Located in the business character area, the proposal sought to change zoning from low-density residential to light industrial. Residents expressed concerns regarding property values, land use transition, and well water sources. The city planner responded by highlighting the area’s shift to non-residential uses, with the city envisioning a more industrialized future for Pine Street. Despite not requiring buffers between non-residential and agricultural areas, the project would adhere to required setbacks.
Annexation requests also played a role in the commission’s agenda, with several properties on North Lakewood Avenue and Apopka Road being considered for incorporation into Ocoee from Orange County. Staff recommended approval of the annexations.
A comprehensive plan amendment and rezoning for a city-purchased property on Taylor Street were discussed. This property had a history of outdoor storage and code enforcement cases. The meeting also provided updates on the completion of various development projects, such as the OCO Village apartments, retail establishments including a 7-Eleven store, a Chipotle within a strip center, and a technical school. The city staff briefed the commission on the progress of these projects and the initiation of a plan process and a land development code update.
