The commission also took on controversial topics such as the denial of a special event permit for the Brevard Renaissance Fair, which had exceeded the maximum allowed consecutive days and weekends at Wickham Park, as stipulated by the county code. Furthermore, the commission discussed an interlocal agreement with the city of Cocoa regarding park operations and maintenance, which had been ongoing without a formal agreement since 2011. The commissioners approved a motion to present the proposed agreement to the city for approval, with a stipulation that county maintenance of the parks would cease if the agreement was not approved. This discussion raised questions about financial priorities and the cost-sharing responsibilities between the county and the city.
During the meeting, concerns about the tourist Development Council tourism Lagoon grant program funding guidelines were raised. The commission ultimately decided to reject the guidelines in favor of building reserves in the beach fund for maintenance and storm impacts, as well as allocating funds for the derelict vessel removal program.
Settlement agreements were another item on the commission’s agenda, including one involving code enforcement liens on a property in Merritt Island and the partition of an 80-acre parcel of real property, which resulted in an equitable distribution of the property.
The commission tackled economic development issues by proposing to repeal the advalorem tax exemption for BK Technologies, which had failed to meet the ordinance requirement of submitting an annual report.
Lastly, the commission delved into road infrastructure concerns, discussing the establishment of a non-ad valorem special assessment Municipal service benefit unit for road paving in Canaveral Groves and a proposed taxing district for paving roads in the Patrick Shores area. The discussion revealed a spectrum of community opinions, from concerns about vague cost structures to calls for maintaining rural aesthetics, and highlighted the need for clear communication and transparency with the public.
