Another ordinance amendment, 2024-6, was discussed, concerning the modification of the application fee for owners of alarm systems within the borough. The council deliberated on increasing the fee to $25 annually, a change intended to better match the fees of surrounding areas. The amendment also detailed penalties for false alarms, which remained unchanged, promoting a $50 administrative fee after the fourth false alarm and $100 for all subsequent false alarms.
Additionally, the council discussed the 2024 Municipal budget, which proposed an average tax increase of $191 on homes assessed at an average value of $756,655. The CFO presented these figures, emphasizing that they were finalized after receiving data from the board of taxation. While some council members expressed desires to keep the tax increase to a minimum, the CFO highlighted the challenges in balancing the budget with the need for municipal services. Furthermore, the council clarified that they do not control school, library, or county taxes or property assessment increases.
The council also introduced ordinance 20247 to exceed the municipal budget appropriation limits and establish a cap bank per NJSA 40A: 4-45.14. The ordinance passed with some council members dissenting.
In public remarks, concerns were raised about the school budget, prompting clarification that the borough council does not oversee school budget decisions. School board members in attendance provided additional insights into the school budget process, indicating that a school budget hearing was scheduled for May 7, 2024.
