No public comments were recorded during the hearing on this ordinance, which moved swiftly through the discussion to a final vote.

The second ordinance (202 24-24), which proved to be more contentious with one dissenting vote, focused on amending the Center City Redevelopment Plan. This ordinance specifically addresses changes to Block 4004, Lot 7, 834 East Elmer Street, making it consistent with resolutions previously adopted by the city’s planning board.

In addition to these ordinances, the council also conducted a first reading of two other ordinances. The first (2024-25) proposed amendments to the compensation plans for the city’s police department, and the second (2024-26) involved amending the city’s cannabis sales, transfer, and user taxes. Both will be open for public hearing in May.

An amendment to the 2024 Municipal budget was discussed, with adjustments to various revenue and appropriation categories. Notably, anticipated revenue from surplus decreased, while appropriations for certain operations, including police salaries and wages, saw increases. The amendment was adopted without public comment.

Among consent agenda items, several resolutions were passed, including the approval of professional service agreements, tax refunds, and budget appropriations.
