Concerns were expressed about the effect of the project on parking spots, which could conflict with prior township approvals for various boards. The township’s involvement in the negotiation process and the evaluation of impacts on these previous approvals were highlighted as areas needing careful consideration.
The Right of Way (ROW) process was delineated, with explanations on the stages and the Right of Way unit’s involvement. A notable point of discussion was the delay between final design and construction. The potential funding source for the project was identified as federal Highway Safety Improvement funds. Additional concerns addressed included the intersections at Hanes Mill Road and Chester Avenue, where separate projects were already in progress. During the public comment period, resident Raymond Branch raised a concern regarding a sewage backup at his property, claiming damages exceeding $50,000 due to alleged negligence and lack of maintenance on sewage lines. He appealed to the council for support in his claim against the insurance company. Another resident, Mary Janice West, questioned the township’s affordable housing obligations and the program’s legal context, which led to an explanation of the affordable housing program’s legal underpinnings, including its adherence to state regulations and the Supreme Court’s Mount Laurel decision.
