- Meeting Overview:
The Littleton Conservation Commission’s meeting on April 16th, 2024, was notable for its focus on the management of invasive species and the approval of the Lakeshore compliance dock policy. The Commission considered various options for the disposal of invasive species, including collaboration with the fire department and the use of a parking lot for drying out material. The approved dock policy includes a two-year compliance period, addressing fees, and grace periods for dock owners.
In addressing the disposal of invasive species, the Commission weighed the environmental impact of potential disposal sites and methods. The invasive species in question, which had been proliferating around Frog Pond, required immediate attention to prevent further ecological damage. The members deliberated on the risks of making conservation areas appear unsightly if burning on-site was allowed and discussed the need for controls around parking lots when drying out the material. The necessity to act on this matter was underscored by the consensus to reach decisions at the next meeting.
The conservation and restoration of local land took a prominent place in the discussions. The Trust on Jones Meadow was brought up with a focus on the conservation restriction (CR) that would prohibit development on the property. The Commission noted that the CR process is intricate and requires approval from the state’s Executive Office of Environmental Affairs and Energy and the Department of Conservation Services.
Further, the Commission addressed the issue of seasonal docks for boating, swimming, and fishing at Frog Pond. The intention was to direct fishing traffic towards a new fishing dock, which would facilitate safer access and minimize conflicts with other water-based activities. There were also plans to clean up and restore Frog Pond to its original condition. The land use permit for the installation of a seasonal fishing dock was discussed in this context, with the aim of providing improved access for fishing and non-motorized boat launching away from vegetative areas.
The Littleton Historical Society’s request for land use on the Heartwell property was approved for the May 18th Freedoms Way Hidden Treasures program, highlighting the Commission’s support for local heritage and conservation-related community events. Conversely, the Parks and Recreation’s request to install a seasonal fishing pier was tabled.
Financial aspects also played a role in the meeting. The Commission voted to approve the Lakeshore compliance dock policy, which included a conversation about the fees involved, such as newspaper fees and how dock owners might achieve savings. The policy established a two-year period for compliance.
In terms of land management, the commission discussed the cleanup of the Orchard project site, which had experienced delays and now required a new filing due to substantial changes. The potential sale of APR land and the creation of a Request for Proposals (RFP) for interested applicants were also topics of conversation, as was the potential transfer of a parcel at the Orchard to the Commission’s care, contingent upon the availability of funds.
Looking to future actions, the Commission acknowledged the need for special meetings to address specific applications and the approval processes involving the select board and the Community Preservation Committee (CPC). The importance of thorough cost assessment before decision-making was a recurring theme throughout the meeting.
