The discussion also covered the proposed restoration of the Coastal Bank, which had been affected by the removal of trees, including the invasive white poplar. The commission was briefed on the extensive tree removal and the replacement with 14 new trees to mitigate the impact. Furthermore, the commission debated the nature of certain plants, focusing on whether hazelnut should be classified as a tree or a shrub. Concerns were raised about the destabilization of trees near the bank’s edge and the potential impact of stair construction on vegetation. The commission was presented with a plan to plant beach grass, shrubs, and tall grass species with deep root systems to stabilize the slope, given the bank’s density of invasive vegetation, estimated to be between 25% and 40%.
Another agenda item involved a field change request for a property on Tap and Drive. The approved request included the addition of gravel beneath a deck and the creation of a walkway leading to the pool area. The homeowner explained the necessity of the change, stating the aim to prevent children from tracking dirt into the pool from the basement exit.
The commission also assessed a request for determination of applicability for a property on Stage Neck Road. The project entailed the removal of non-native trees to be replaced with native species. Despite some reluctance to remove Japanese Cryptomeria trees, the commission approved the request after considering their environmental benefits and aesthetic value.
Projects at 240 and George Ryder Road and Main Street were discussed in relation to vegetation management to comply with Federal Aviation Administration (FAA) regulations. The commission postponed a decision on this matter until further review.
The meeting addressed a house addition, pool replacement, landscape, and site improvements on Shad Lane. The project involved retracting a fence and adding supplemental plants within the buffer zone. The historical records of pool permitting were reviewed, and the commission considered the coverage reduction resulting from the proposed changes. A debate emerged over the effectiveness of planting mitigation in areas affected by Japanese knotweed, with concerns about the feasibility of such efforts due to the presence of the invasive plant.
In addition to these discussions, the commission addressed various extension requests for properties to monitor plantings and manage invasive species. A one-year extension was granted for properties on Woodland Way, 263 Wen Way, and Stony Hill Road. Furthermore, the commission approved orders of conditions for projects on C Pine Road, 62 Chase Street, and Fox Hill Road after making necessary amendments to the documents.
The meeting also featured a presentation from the Chatham Conservation Foundation regarding a project to restore tidal flow to the Monomoy River to improve fish and wildlife habitat. Concerns were voiced about potential flooding and erosion impacts on private properties. The commission requested additional information and agreed to continue the discussion at the next meeting.
The commission concluded with a review and approval of the minutes from a previous meeting, which included the approval of the Herring run plan, and a vote to adjourn.
