The officers’ rapid response and professionalism were highlighted by a narrative presented during the meeting, and they were awarded for their exemplary conduct.
Further, the board welcomed Christopher Karen to the role of part-time Public Safety dispatcher following a recommendation emphasizing his qualifications and experience as a certified 911 dispatcher. The meeting continued with the board addressing Joseph Vado’s junk dealer’s license renewal. Vado discussed harassment from a neighbor and complaints about his business operation. Neighbors submitted letters with concerns about noise and junkyard operations. The board reviewed Vado’s license conditions and decided to clarify operational guidelines for his business.
A significant portion of the meeting was dedicated to the Main Street Dage roadway and sidewalk reconstruction project. The project, expected to cover approximately two miles from Elm up the hill to William Street, will include major technical elements such as 9400 linear feet of roadway, sidewalks, and around 3000 feet of drain pipe. Presentations were made by representatives from two engineering firms, Granite City Partners and Wood and Curran, each highlighting their experience and approach. The board voted to accept Granite City Partners for cost estimates and project Engineering Services.
The board engaged in complex discussions regarding the town’s fiscal year 2025 budget, facing a $240,000 deficit. Debates ensued over the potential implementation of a solid waste fee, including logistics and impacts on residents. Concerns were raised about the budgetary challenges ahead, particularly in light of potential school district expense increases. Deliberations continued over whether to include a separate biannual bill for the solid waste fee and its impact on the town hall resources and the treasurer collector.
In discussions related to the town’s transfer station, the board considered the proposed update to transfer fees and sticker fees, set to take effect on July 1, 2024. The rationale was to align fees with the fiscal year and ensure the costs of running the transfer station are covered by users. Residents voiced concerns over the financial burden and inconvenience related to the fee increase for disposing of items like drywall. Despite the debate, the board voted to accept the updated fees, with one member opposing.
The meeting moved on to the allocation of American Rescue Plan Act (ARPA) funds for various projects, including storm and drainage materials for the Main Street project, telecommunications upgrades for the police and fire departments, and surveillance equipment at the police station. Discussions also addressed the need to potentially identify alternative ARPA-funded projects if certain proposals were not approved.
Additionally, the board contemplated the proposed composition of the Dighton Elementary School building committee, presented by the Superintendent of Schools. The structure included members from various sectors. Despite concerns about the committee’s size and the challenges it might present, the motion to approve the committee’s composition was passed.
The board discussed reopening the town meeting warrant and adopting a provision related to the collection of fees. Topics included a capital reappropriation for compensation projects, funding for the FY24 snow deficit, and a proposal to decrease the age for exemptions from age 70 to age 65. The need for legal counsel on a citizen petition was also debated, leading to a motion to seek legal advice.
Technology usage and policies for appointed boards were addressed, with discussions on approval processes for technology purchases and a fiber installation contract. The board reviewed town warrants and potential school budget increases, and approved entering an executive session for collective bargaining and real estate purchase reasons.
