The council’s discussion on the new residency requirement for the Redevelopment board was particularly intense. The debate centered on the principle that individuals serving on certain boards, such as the Redevelopment agency, should be residents of the town. While some members supported the idea, others questioned the fairness and potential consequences of such a measure. Despite varying opinions, the council resolved to proceed with the ordinance which will take effect in 2025.
Another issue tackled during the meeting was the adoption of the 2024 Municipal budget, which includes the Special Improvement District (SID) budget. The SID has been pivotal in organizing town events and programs and supporting local businesses. The public hearing for the budget saw residents raise concerns about the quality of recent construction work on their streets. The council responded by promising to send engineers to assess the damage and address the reported substandard workmanship.
The council also addressed a proposal to upgrade the sound system in the council chambers. Members discussed the cost and necessity of a full upgrade versus addressing more immediate issues. The possibility of reducing the scope of work was considered, with the intention to gather feedback from board secretaries about the current system’s efficacy.
Environmental and infrastructural issues also took center stage. The council debated an ordinance (24-20) concerning the regulation of trees on private property, which included potential fines and the necessity for an arborist’s examination. Although the ordinance aimed to align with state regulations, members expressed a wish to revisit it in the future. The stormwater control regulations were also discussed, leading to the approval of ordinance 24-21 without public comments. Additionally, concerns about the environmental impact of a proposed cement plant near the town’s border were raised.
Infrastructure updates continued with discussions about a trail damaged by storms, with the possibility of its closure or relocation. Maintenance projects were noted, including updates on water flushing, water rate changes, and a capacity analysis report by the Municipal Utilities Authority (MUA). The council acknowledged the retirement of John Wegley, the superintendent of the MUA, after 39 years of service, with the mayor declaring April 24th, 2024, as John Wegley Day.
In line with community engagement, the council recognized the Pompton Lakes Shade Tree Commission’s efforts in organizing the 9th Annual Arbor Day contest event. Two fifth graders were acknowledged for their winning essays on the importance of trees. The council also discussed Child Abuse Prevention Month, supporting the work of the organization Child Focus in aiding abused and neglected children.
The council further discussed a new law enacted in 2022 concerning lead paint inspections for older dwellings. A draft ordinance was reviewed, with the council debating the logistics of inspections and fees. The lack of trained borough staff for such inspections highlighted the need for a third-party inspector service, which the borough could provide to residents.
Finally, various community activities and events were highlighted. The council’s work extended to the recognition of local students, volunteers, and organizations for their contributions to the community.
