- Meeting Overview:
The Long Hill Town Council recently convened to discuss various issues affecting the local community, including the introduction of an ordinance to regulate food trucks, concerns over a proposed tax increase, and the celebration of the township’s volunteers and police department’s centennial. The council’s decisions on these matters will have implications for residents and businesses within the township.
A primary focus of the meeting was the regulation of temporary mobile retail food establishments, more commonly known as food trucks. The newly introduced ordinance requires food truck operators to obtain a permit and comply with health and fire inspection regulations. This move aims to establish a middle ground in the oversight of food trucks in the township. The ordinance, which is set for further consideration on May 22nd, sparked a debate on whether township-sponsored events should be exempt from its requirements. The council agreed to consider an amendment that would exempt quasi-governmental entities, including the fire department and first aid squad.
In addition to the food truck ordinance, the council addressed financial matters that are particularly pressing for Long Hill residents. A proposed 5.2% tax increase over the previous year was debated at length, with concerns voiced over the impact of inflation on expenses such as pensions, insurance, and workers’ compensation. Discussions centered on the need to control costs, the challenges of inflation, and the importance of budget scrutiny to minimize the tax burden on residents. The council also discussed the use of surplus funds and cap banks as strategies to manage the town’s finances.
The council also announced the initiation of a shared services regionalization study, funded by the state of New Jersey. This study is expected to analyze educational programs, enrollment projections, state aid, and budget challenges across multiple school districts. The comprehensive research effort will involve representatives from all five school boards, administrators, and municipal officials.
Furthermore, the council took the opportunity to recognize the contributions of the community’s volunteers by issuing a proclamation for Volunteer Week. The proclamation acknowledged the diverse efforts of volunteers in mentoring, tutoring, serving the elderly, and participating in disaster relief. Special mention was made of the 300 individuals and organizations involved in volunteering within the township.
The Long Hill Township Police Department’s upcoming 100th anniversary was also highlighted, with a series of celebratory events planned throughout the year, culminating in a grand celebration on October 5th, 2024. This includes a Main Avenue parade and a community-wide celebration at Matthew Can Park. The department introduced a tier sponsorship program to support the anniversary events and foster community relations.
The council approved an amendment to the uniform fire codes, which includes adjustments to some fees as recommended by the Fire official. Additionally, the council approved the establishment of two new committees, the Audiovisual Committee and the Digital Engagement Technology Advisory Committee, to advise on courtroom technology and digital engagement. Concurrently, the Communication Advisory Committee was dissolved.
A long-term tax exemption for the Lounsbury affordable senior handicapped development was also discussed, with the council clarifying that the development would continue to be tax-exempt, thus contributing to the town’s affordable housing obligation.
Community initiatives and environmental efforts were also part of the meeting’s agenda. The Parks and Recreation Department reported on Earth Day activities, the annual Fishing Derby, and upcoming events, including the Memorial Day parade and the summer concert series. The Environmental Commission and the Shade Tree Commission provided updates on their activities in relation to the Master Plan.
During the public comments, concerns were raised about the annual fire permit fee for food trucks, with comparisons made to fees in neighboring towns. The council acknowledged the need to review the fee structure. Other residents expressed concerns about various township matters, such as the condition of Hillside Drive and parking time restrictions in front of a local brewery.
