- Meeting Overview:
The Emerson Borough Council meeting held on April 16th, 2024, addressed a spectrum of community concerns, with the highlight being the discussion of a $10 million drainage project aimed at mitigating the long-standing flooding issues on Jordan Road. The council deliberated the complexities of the local drainage system, the necessity for comprehensive infrastructure improvements, and potential federal aid for the project.
The council’s discussion on the West Side town drainage project underscored the urgency and scale of the flooding issue. The proposed project’s cost is estimated at nearly $10 million, which could potentially be offset by federal funding. The engineering firm that provided updates during the meeting pointed out the collaborative nature of the project, which includes working with the cemetery. Moreover, the council conveyed the importance of community preparedness for flooding as infrastructure enhancements are being planned.
In addition to the drainage conversation, the council moved forward with the submission of the 2024 Bergen County Open Space Trust Fund Municipal Park Improvement Grant application, which focuses on making Rosen Gart Park more accessible for children with disabilities. The initiative includes purchasing and installing custom ADA equipment.
The council also introduced an ordinance to set salary ranges and terms of employment for certain borough employees for the calendar year 2024. The ordinance regarding municipal budget appropriation limits and the establishment of a cap bank was adopted on second reading.
The mayor’s report highlighted a range of upcoming community activities, including a voting process demo, recycling events, an Arbor Day ceremony, a car wash fundraiser, and a blood drive. The Bergen County Mosquito Division’s plan for spraying Emerson Woods was noted as a proactive measure against mosquitoes.
A public hearing has been scheduled for May 7th before the adoption of the 2024 Municipal budget, with the CFO and borough auditor set to attend and respond to inquiries. The Board of Health has announced an upcoming flu clinic, and the Board of Education acknowledged the Emerson police department’s assistance in a medical emergency. The environmental commission discussed the community garden and a promotional event at a local florist, while the historic preservation committee is set to resume meetings with a special session on May 20th.
Additional reports included updates from the recreation department, which announced the opening day for softball and baseball, summer camp registration, and the Town day event. The Department of Public Works reported on ongoing projects, including work on the Randol and Cindy Lanane Pump Stations and plans for waste and recycle collection.
A resident, speaking on behalf of the New Jersey Libertarian Party, made a public comment urging the council to re-evaluate certain town ordinances that may be superseded by state law. The meeting also included approvals of various items on the consent agenda and concluded with a closed executive session to discuss confidential matters, followed by a motion to adjourn.
