Leesburg Board Approves Daycare in Industrial Zone with Conditions

The property owner, Lynn Dudley, provided insight into the agency’s mission. The discussion revolved around the importance of ensuring the proposed location’s suitability for the children’s safety, prompting the consideration of adding the notice requirement to the permit.
Additionally, the meeting covered a request for the change of use for a property intended to house a new nonprofit community development corporation. This corporation’s vision includes offering services such as job training, after-school and summer programs, and therapeutic art and music programs, as well as housing for children up to age 17. When a board member inquired about the housing arrangement and capacity for children, the representative clarified that these details would depend on the building’s architecture and square footage. The approval of the conditional use permit included a modification to add the word “office” to ensure clarity in the permit’s language.
Another topic discussed was a small-scale comprehensive plan amendment and a small planned unit development zoning request for a property on the south side of Griffin Road and East of Thomas Avenue. The proposed changes were aimed at allowing personal service uses, such as a salon, in anticipation of possible future commercial development in the area. The planning and zoning division recommended approval, noting the compatibility with surrounding zoning districts and future land use designations. The proposed rezoning intended to accommodate not only a salon but additional uses like daycare, medical offices, and home healthcare offices to ensure viability for future demands. The board evaluated the proposed changes, focusing on the property’s size, open space requirements, dark sky lighting, landscaping, stormwater management, and wetlands protection.
Furthermore, the board discussed a potential change of use for another property, which prompted questions regarding compliance with different building requirements including parking and building codes specific to medical use. Several postponements for different cases were granted during a public hearing to gather more information.
Concerns regarding the impact of new developments on the historic district and a church in the area were also voiced, in relation to a presentation to the city commission about the comprehensive plan and potential school building demolition. Discussion touched upon a developer’s proposal for an apartment complex, emphasizing the need to consider design and the development’s impact on the surrounding community.
