- Meeting Overview:
In a recent Cocoa Beach City Commission meeting, a major topic of discussion centered around the Cena House, a mixed-use development project proposed for the downtown area, which ultimately received approval for a density variance and site plan despite concerns over parking and density. This decision underscores the city’s ongoing efforts to address housing needs while balancing the impact on existing infrastructure.
The Cena House proposal aims to bring approximately 10,000 square feet of mixed-use space to the downtown area, with an emphasis on creating a park-like pedestrian-friendly environment. The variance request for the project sought approval for an additional four units. Proponents of the project highlighted its alignment with the city’s comprehensive plan, which encourages mixed-use development, walkability, and outdoor space. During the meeting, the commission debated the project’s conformity to the comprehensive plan and the land development code.
Public comments offered a mix of support and concerns. Some residents expressed a desire for more transient properties to address the housing crisis, while others were worried about the project’s potential to exacerbate parking issues. A speaker questioned the viability of the project due to existing parking encumbrances and the use of parking spaces allocated to other buildings. Despite the divided public opinion, the Commission decided to proceed with further discussions on the variance and site plan approval.
Another matter discussed at the meeting was the presentation of the final annual comprehensive financial report for the fiscal year 2023. The report, presented by a partner from the accounting firm Carr, Riggs & Ingram, included the city’s financial standing, highlighting a positive net position and a decrease in net pension liability. It also examined the city’s debt service and pledged revenues. Despite these positives, the audit report identified material weaknesses and deficiencies in the city’s internal controls, particularly in the areas of federal awards expenditure scheduling, allocation bases selection, and revenue recognition. The commission acknowledged the importance of the external review, with plans to address the recommendations to improve processes.
The meeting also featured a discussion on the issue of speeding on East Oola Street. The commission considered deploying a motorcycle officer for discreet traffic monitoring and debated the effectiveness of the radar trailer and directed traffic enforcement. The commission agreed to explore the use of a motorcycle officer for a trial period to gather data on speeding.
The meeting addressed other newsworthy events, including a vote on an amended motion, which passed unanimously, and the approval of the consent agenda with an amendment to exclude the date for the fiscal year 2025 budget workshop, pending further scheduling discussions. The meeting opened with a special presentation, including the swearing-in ceremony of three new police officers, Natalie Romero, Noah Barnes, and Jessica Clanton. The new officers took the oath of honor, and the commission congratulated them on their new roles.
The commission also acknowledged an employee from the recreation department for outstanding work and discussed the achievements of Cameron Turk, a young resident and boat racer, proposing to add his name to the city entrance sign.
The meeting concluded with a motion to include findings of fact in a petitioner’s variance request. The commission also reviewed and ultimately approved the Stina project conceptual site plan after debating non-compliance issues and the importance of providing assurance to the developer. The approval of the conceptual site plan carried the understanding that it would still need to undergo various studies and meet city code requirements before receiving final approval.
