The first ordinance addressed the issue of engine braking noise from trucks, a problem that had been raised by residents due to the disturbances caused along residential roads. The council explained that the new regulation would minimize this noise, making exceptions for emergency situations. The second ordinance discussed was in response to New Jersey’s stormwater pollution prevention regulations, specifically concerning tree removal and mitigation. A member of the public raised concerns about the leniency of the regulations compared with neighboring towns and questioned the penalties for non-compliance. Another resident advocated for the inclusion of provisions that would encourage the planting of native New Jersey trees, allow for the removal of invasive species, and be more flexible with the size requirements for replacement trees. The council clarified that the ordinance would regulate trees planted as replacements and not all tree planting activities. They assured that the language of the ordinance was a result of a collaborative effort to protect the environment, public health, reduce soil erosion, and improve stormwater infiltration while minimizing burden on residents. The mayor spoke to the seriousness with which the township considered state requirements and the importance of including native trees in larger development projects. Concerns were expressed about the potential ramifications of non-compliance with state regulations and the careful consideration given to tree removal and replacement in development projects.

Further topics included the approval of an amendment to chapter 882 fees of the revised General ordinance of the Township of West Windsor 1999 to add section 8226 regarding tree removal and replacement. The council also deliberated on renewing shared services for STD clinic services and solid waste collection, and authorized the purchase of equipment and service agreements, such as one with spel Architectural Group Inc for architectural services.

Reports from the Parks and Recreation Commission, the Environmental Commission, the West Windsor Parking Authority, and the Planning Board were also presented. Key points from these reports included the scope of the planning study, the need for inclusive community input, regulation of lighting, and the challenges of preserving the character of the community amidst evolving zoning regulations.
