- Meeting Overview:
In a session marked by discussions on public safety and the extension of operating hours for various establishments, the Boston Licensing Board addressed several significant licensing matters on Wednesday, May 1st, 2024. The meeting involved intricate deliberations on incidents at licensed premises, amendments to operating hours, and petitions for changes in management and business descriptions across a diverse array of businesses.
The Board found violations for assault and battery at multiple locations, emphasizing the critical requirement for establishments to call the police when such incidents occur. In one particular case, there was a disagreement on whether there was a violation for failure to call 911. The necessity of direct testimony for self-defense claims was also highlighted, with the establishments in question receiving warnings for each count. Furthermore, the Board rescheduled one item for a future hearing due to issues with butter notifications.
Serious incidents at various establishments were also scrutinized, including an overdose at a bar in Rosendale and an assault and battery with a dangerous weapon at another venue. Both incidents resulted in warnings for the establishments, while no violation was found for an alleged indecent assault and battery at a different location.
Moreover, the Board approved changes in operating hours for South Boston Bites and a McDonald’s location, imposing a condition that the fast-food restaurant’s drive-through lights and speakers be turned off at 1:00 am to mitigate possible disturbances. These approvals reflect the Board’s careful consideration of community impact, security, and operational plans presented by the applicants.
A noteworthy application was from 94 Shirley Street Boss LLC, which sought to extend the operating hours of its business from 10:00 a.m. to 2:00 p.m. to 6:00 a.m. to 2:00 a.m. and to change the business’s name to Roxbury’s New Market Food Hub following community feedback. The applicant provided a comprehensive security plan and addressed parking and noise concerns, including the hiring of a new general manager.
Delta Airlines Inc, doing business as Delta Sky Club, petitioned to amend the description of its license business to include a new lounge at Logan Airport Terminal E. Meanwhile, Wonder Boston LLC sought approval to change the manager for Wonder Muse located on Avenue de Lafayette. Back Street Boston Lesie LLC petitioned to amend the description of the licensed business to include a hotel with 12 floors and an outdoor patio, alongside a change of DBA to Pennyweight Hotel on Portland Street.
The Board also reviewed applications for new common victualer licenses at previously licensed locations, including Boston Halal, Dunkin Donuts, and J Stew Coffee Company. Cafe Dark LLC sought approval to change the closing hour from 10:00 p.m. to 11:00 p.m., while Dunkin Donuts locations in East Boston petitioned to change the manager to Andrew Condon.
In addition, The Dudley In Limited Partnership sought approval to change the manager to Thomas NE for several locations, and the board reviewed applications for special one-day alcoholic beverages licenses.
There were also discussions regarding third-party deliveries at two locations, with businesses outlining plans for managing these services and addressing potential traffic and parking disruptions. Delta Airlines proposed amendments to the seating and occupancy of their Sky Club and Delta 1 Lounge at Logan Airport, and Wonder Boston LLC presented a managerial change.
The board took several matters under advisement, including an application by Kton Onyx Hotel to amend its alcoholic beverages license to include an outdoor patio and change its DBA to Pennyweight Hotel. The consideration of a transfer of license from Green Gardens Liquor and Deli to VJ Partners Inc was also discussed, with the proposed manager confirming his credentials after overcoming technical difficulties.
Moreover, the transfer of the general on-premise all alcoholic beverages license from 100 Stewart LLC to Big House LLC DBA Basement, which would allow bottle service for five tables in the lounge area, was addressed. A common vitular 7-day wines and malt beverages license transfer from Sushi Capo to Omi Symphony Inc was considered, with the applicants requesting a change in operating hours to accommodate late arrivals.
Public comments from various representatives and community members were heard, with support expressed for the projects by Councilor Flynn’s office and others. The Board engaged in discussions with the applicants, seeking clarifications and addressing concerns related to the proposed changes.
In addition, the Board reviewed a license transfer from Laura Place Inc to the Pearl group at Boston Landing LLC for a New England-style seafood restaurant, a proposal from Faux on theer LLC, and an application by Just Bookish LLC for a community bookstore and cafe. These items received support from the Mayor’s Office of Neighborhood Services and other councilor’s offices, with the board taking the matters under advisement
