Amherst Town Council Rejects Overpriced Library Bid
- Meeting Overview:
In a move, the Amherst Town Council rejected a construction bid for the Jones Library project that exceeded the estimated cost by over $6 million, highlighting the meeting’s focus on fiscal responsibility and community priorities. This development was particularly significant considering the project’s ongoing financial challenges, including the library’s failure to make a scheduled payment to the town. The rejection of the bid prompted discussions on alternative paths and the necessity for continued financial support for the library.
The council also unanimously approved a motion to proclaim May as Asian-American and Pacific Islander Heritage Month, encouraging residents to learn more about the history and contributions of these communities. In addition, the council voted to approve Amherst College’s request for wayfinding signage on the town common, which spurred debate over the motion’s language and the implications for free speech, resulting in an amendment that included a 20-year expiration date for the sign’s authorization.
Another topic was the proposed amendment to the Town Council rules of procedure, which would allow the president and vice president to participate ex officio as non-voting members in committees where they are not appointed voting members. After a discussion that highlighted concerns over power dynamics and the need for the amendment, the council unanimously referred the proposed amendment to the Governance, Organization, and Legislation Committee for further review, with a report due back to the council by June 24, 2024.
Further discussions included permanent changes to the public way on Belchertown Road, with unanimous approval for a motion that included safety features such as rectangular flashing beacons at a crosswalk. The council also recognized the constraints due to funding limitations and the need for a plan that addresses the area’s broader infrastructure and safety needs.
The appointment of Gabriel Ting as the new police chief was another focal point, with the town manager and HR director emphasizing his extensive experience and commitment to the community. The search committee was praised for their thorough process, which resulted in a vote of 10 in favor, one opposed, and two absent for Ting’s appointment.
Additional topics included the Community Resources Committee’s discussions on the solar bylaw and planning board vacancies, as well as the Elementary School Building Committee’s update on school construction progress. The Finance Committee outlined their upcoming meetings and the town manager’s proposed budget.
The council also addressed the establishment of the Transportation Commission, traffic safety plans around town, and the involvement of various stakeholders in these initiatives. The retirement of Fire Chief Tim Nelson and the initiation of the search for his replacement were acknowledged, alongside updates on the municipal aggregation program, expected to launch in the fall, and the town’s engagement with marijuana legislation’s social equity aspects.
