- Meeting Overview:
The Lawrence Licensing Board, in its recent meeting, approved the reopening of the Energy Lounge on Broadway, imposing conditions aimed at ensuring the establishment operates safely. The board’s decision came after the licensee presented a detailed security plan and expressed plans to transition the business’s image from a nightclub to a family-oriented restaurant. The board also approved several new common victualler and alcohol licenses for other businesses.
The Energy Lounge’s request for a license renewal was the most contentious topic at the meeting. The establishment had been previously suspended and was required to present a security plan for approval. The licensee’s proposal included an increase in security personnel, the implementation of metal detectors, and regular safety checks. The licensee argued for the importance of having flexible operating hours to remain competitive and detailed the establishment’s shift towards a restaurant ambiance, with additional attractions such as a decorated backyard and the possibility of hosting a famous DJ.
A representative for the Energy Lounge arrived late to the meeting but was able to present the security plans to the board. The representative assured the board that the establishment aimed to operate with a family-friendly atmosphere and had taken steps to ensure safety during evening hours. Despite the detailed security measures, the board expressed concerns regarding the loud music on the patio and the potential for late-night issues. The licensee confirmed the current operating hours as until 11:00 PM, with extensions until 1:00 AM on certain days, and emphasized the desire to avoid intoxicated individuals on the premises.
The discussion around the Energy Lounge’s hours of operation and entertainment offerings brought forth various concerns from the board about how to balance business flexibility with community safety. The board was particularly focused on the need for strict security measures to prevent weapons on the premises and manage crowd control. After much deliberation and despite the previous suspension, the board voted to allow the Energy Lounge to reopen. The board issued a warning that any future violations could lead to a longer closure period.
Moving on to other business matters, the meeting featured applications for common victualler licenses and alcohol licenses. Equa Gold Coffee applied for a common victualler license on Wall Street, with the board approving the license pending a successful inspection scheduled for the following day. Press Cafe sought approval for a common victualler license for a new drive-thru location on Winter Avenue, sharing that the location was formerly occupied by a Friendly’s restaurant. The applicant discussed plans for a drive-thru-only setup due to limited parking, and after the fire department’s involvement in the project was confirmed, the board approved the license.
Another new business on Winthrop Avenue applied for a common victualler license. The applicant reported unexpected construction challenges due to flooding. Nonetheless, the board approved the license.
Guatos Unidos applied for a one-day all-alcohol license for an event on Broadway Street. The board approved the license for the May 11th event but emphasized the importance of early application submissions, noting concerns about the last-minute nature of the request.
The meeting also touched upon logistical matters, including the tabling of items six and eight for the next meetings on May 15 and May 20. A concern was raised about the potential impact on future meetings due to a board member’s upcoming absence from June 6 to June 16.
