The design included specific technical components such as scour pads and turf reinforcement matting, and considerations for stormwater treatment. Questions about the timeframe for road closures and methods for rainfall forecasting were raised.
In addition, the Commission scrutinized the construction of a historic Carriage House and associated site work on Main Street, noting the need for discussion due to plan updates and the agenda. They opted to continue the public hearing at a future meeting to ensure a review process.
Another discussion revolved around the enforcement of environmental regulations, with updates on the stabilization of the Trilli area and communication challenges on Wildflower Drive. The Commission deliberated on the best course of action, agreeing to send a letter to urge progress on Wildflower Drive and confirming the successful stabilization of Trilli’s back slope using biodegradable erosion control blankets.
The New England Central Railroad Company’s request for determination of sensitive area locations along their right-of-way sparked a detailed examination and subsequent discussions. Commission members reviewed the areas needing attention and debated the impact of herbicide spraying on nearby gardens, leading to the railroad company’s representative expressing willingness to adjust their practices.
The Commission also confronted the issue of ensuring long-term maintenance of mitigation areas. This was highlighted during the discussion about the removal of Japanese lilacs and a large tree for a building project. The Commission voted on a mitigation plan with conditions to preserve 80% native species and to require written acknowledgment from the landscaping company about maintenance requirements.
Public concerns were vocalized about trail conditions and flooding in the Puffers Pond area, with the Casey Trail being a particular focus. The Commission discussed ongoing plans to address these issues.
Furthermore, the Commission dealt with a request for emergency certification for the replacement of a failed foundation drain due to flooding concerns.
The meeting also covered the town budget and the restructuring of the sustainability department to reflect the town council’s goals, along with progress on the open space and recreation plan, highlighting the Commission’s comprehensive approach to environmental management.
Additionally, the Commission engaged in discussions about a private company or Emerson College adhering to guidelines. A unanimous vote closed the public hearing and issued an order of conditions for a specific address.
