The commission scrutinized the project’s impact on the salt marsh and the condition of the existing bulkhead, raising concerns about erosion risks and the necessity of consulting with entities like the South Coastal Shellfish Advisory.
Further environmental considerations were discussed regarding a vegetation management project involving tree removal at 240 and George Ryder Road and Main Street. Representatives from GZA and Gale Associates provided an overview of tree measurements, discussing the mitigation plan in depth. The commission engaged in a detailed examination of the study areas, focusing on the number of trees identified for removal and those to remain. Notable was the discrepancy between the numbers of trees in different study areas and the memo for removal, which prompted questions about the extrapolation error rate. Specific attention was given to trees near a Vernal pool, with the commission emphasizing the need for clarity on which trees would be removed to protect this sensitive habitat.
Residents expressed concerns and sought clarification on several issues. A resident, Lane Zimmerman, questioned the goals of the engineer’s report for the dredging project on Seagull Road, particularly regarding the potential impact on flooding. The commission acknowledged the need for a new proposal to address restrictions on winter flounder, horseshoe crabs, and piping plovers. Julia Berg inquired about the expansion of a marina, while Rod Barby raised issues about property encroachment and Amanda Ly asked about the environmental impact of the project’s expansion and dredging.
The commission also discussed the importance of preserving trees near Vernal pools, highlighting the significance of these habitats for species like spotted salamanders and fairy shrimp. Potential mitigation measures, such as expanding invasive species management and a tree protection bylaw, were deliberated. The concept of a tree replacement revolving fund was considered, along with the controversial idea of making payments in lieu of actual mitigation.
In addition to environmental impact assessments, the commission addressed property-specific concerns, such as the proposed elevated staircase over a Coastal Bank to a beach and the redesign to ensure minimal disturbance. They also discussed the need for further clarification on the proposed planting schedule and the necessity of complementing existing mitigation efforts.
Regarding property management, there were debates on the necessity of a new wall structure, the addition of a yearly trimming permit, the proper storage of off-season items, and the construction of a beach access staircase. The commission considered requiring evidence of a legal right to implement the project before proceeding with the review.
