The North Miami City Council recently approved significant zoning and development plans, including a map amendment for a planned corridor development (PCD) and a new mixed-use development project, while also addressing public works concerns in the community. The council discussed and unanimously approved two quasi-judicial ordinances, tab R and tab Q, which are set to extend the PCD overlay District over three parcels of real properties. This extension, involving approximately 0.68 acres, was carefully deliberated upon during the second reading of both ordinances. The council was thorough in their examination of the technical details and implications of the land use amendments. The proposed amendments aim to enable greater density and redevelopment potential in downtown North Miami, with plans for a new four-story, 48-unit development on one of the parcels.
In addition to land use amendments, the council gave the green light to a site plan for a mixed-use development project. This development encompasses a 12-story apartment building with retail space and parking facilities. The project had previously received a conditional use permit and was noted to be in line with the city’s code requirements. The developer proactively addressed community concerns by offering voluntary proffers, focusing on traffic management and beautification efforts. During the public comment period, the council heard concerns from a resident regarding the height of the building, the visual impact of the construction, and safety issues related to the construction fencing. The developer’s representative addressed these concerns, promising to mitigate any negative impact on the community and to resolve problems as they arise.
Public works were also a central theme of the council meeting. Interim Public Works Director, Jeff Gimr, presented updates on several capital projects, including the Kagney Park North project, Breezewep Park, North Miami library playground, and the 131st Street pedestrian bridge. He also discussed ongoing efforts in sidewalk restoration, a traffic calming study, a stormwater master plan, and a parks master plan. In recognition of these efforts, the council presented a special proclamation for Public Works Week, celebrating the dedication of the Public Works employees.
The issue of illegal dumping was brought to the forefront by a participant, underlining the need for increased monitoring and addressing this problem. The council acknowledged the need for code and Development Services Department (DSD) to enforce proper oversight at construction sites. Additionally, a resident’s concern about flooding at their property prompted council members to assure that the matter would be addressed.
The council also presented a proclamation in honor of Older Americans Month, appreciating the contributions of older Americans. Savannah Smith, on behalf of the city, announced upcoming events such as a gardening workshop, a town hall meeting about proposed changes to the Bay Shore Zone height limits, a traffic calming study meeting, and a paid internship program for high school students. The city also plans to celebrate Haitian Heritage Month with events like a Tri City bike ride and the Haitian Business Market on the Plaza.
They also extended well wishes for occasions including Mother’s Day and Haitian Heritage Month. The meeting concluded with a brief report from the mayor and a unanimous motion to adjourn.
