- Meeting Overview:
In an eventful Littleton Board of Selectmen meeting on May 13, 2024, discussions ranged from reorganization and leadership appointments to future planning for Neog Hill Orchard and updates to town transfer station fees. The board elected new officers, with Mark Rambacher becoming the chair, Karen Morrison the vice chair, and Matthew Nordhaus the clerk. The meeting also delved into the potential revival of the chair of chairs committee, the select board code of conduct policy, and the approval of a new common victualer license for High Octane Brew Inc.
During the reorganization, the board nominated and elected new leadership, anticipating the impact of these roles in an election year. The elected officers will serve for the upcoming year, providing guidance and direction for the board’s activities.
The board revisited the idea of reinstating the chair of chairs committee meetings, focusing on the need for robust communication channels among various boards. This initiative is seen as a response to previous coordination issues, such as those experienced at November’s town meeting involving the MBTA and the Indian Hill bid.
Neog Hill Orchard was a central topic, with debate on its future. The board considered the costs of maintaining the orchard and the possibility of leasing it to ensure its attractiveness and compliance with agricultural regulations. The urgency of addressing public safety issues and engaging the community through events to educate them on the orchard’s options was acknowledged. A joint meeting with the orchard working group was suggested to discuss these strategic steps.
Further discussion on the Orchard Working Group revolved around the allocation of $220,000 for immediate public safety needs. The board decided to allow the working group to continue their process before engaging in more in-depth conversations about the orchard’s future.
In matters of finance and operation, the board reviewed proposed amendments to the regulations and fees for the town transfer station. A 25 cent increase per bag and adjustments in miscellaneous fees were proposed. Surprised by the high number of senior stickers compared to regular ones, the board discussed the revenue implications and explored alternatives such as single-stream recycling, composting invasives, and styrofoam recycling. The board approved the new fee structure for the transfer station, which will influence the town’s approach to waste management.
The transfer of ownership and name change for High Octane Brewing Inc., doing business as Gourmet Donuts, was unanimously approved. In addition, the board celebrated the local robotics team, Team 6328, for their impressive fourth place out of 600 teams at the world championships in Houston.
Community initiatives like the zero waste day, transportation advisory council openings, and Littleton’s recognition as a Tree City USA were updated. The board also addressed the non-renewal of the animal control officer contract and vandalism of ceremonial stones. Discussions extended to the future considerations of Host Community Agreements and the impact of new regulations from the Cannabis Control Commission.
Updates on HR policies, including those for vehicle use and drug testing, were slated for presentation in draft form at the next meeting. The board emphasized the importance of community participation, as seen by the turnout at the recent town meeting. They highlighted upcoming events and projects, such as the clean-up at Smith property, historical talks, and the 20th anniversary of the Littleton Rotary. Concerns were raised about funding for a disability survey and the clarity of costs associated with the Archer property.
In regards to town governance, the board appointed Brian Tarbox to a three-year term on the finance committee. The board also expressed thanks to those who contributed to the organization of the town meeting and discussed logistical improvements for future meetings, such as the use of clickers for voting and coordination with the school department on scheduling and parking. The next board meeting was scheduled for May 28th, signaling ongoing engagement with the town’s affairs.
