Another development from the meeting was the discussion and approval of an amended order of conditions for a property on Lake Drive, where an unexpected discovery of a mislocated drain pipe had halted construction. The commission granted the amended order to allow the replacement and reconnection of the severed pipe, potentially daylighting it to prevent catastrophic failure and resume construction. The design for daylighting included creating a Swale—a naturalized channel—meandering down to the lake, carefully considering potential impacts on nearby tree root systems and sedimentation.
In addition to the residential project amendments, the commission examined the New England Power Company’s transmission line undertaking. The company presented detailed information about a geotechnical soil boring program necessary for maintaining future structures along the line. The project, which involves drilling two soil borings, is exempt from the Wetland Protection Act regulations, according to a specific section of the regulations. However, temporary impacts to resource areas such as bordering vegetated wetlands and riverfront areas were identified due to the drilling activity. The commission was satisfied that the project would adhere to best management practices for avoiding and minimizing damage to endangered species, as outlined in an arrangement between National Grid and Natural Heritage D.
The meeting also touched on the process for a public hearing on the master fee schedule, prompted by recent changes in regulations. Furthermore, the commission reflected on the advantages and public reception of remote meetings—a format that had become more commonplace.
Despite some technical difficulties experienced during the meeting, such as challenges in document access and potential audio issues, the commission successfully navigated these obstacles to conduct its business effectively.
By approving these amendments, the commission sought to balance the needs of property owners with the preservation and protection of Shutesbury’s natural resources.
