- Meeting Overview:
The Westport Conservation Commission has recently approved significant infrastructure projects that promise to impact the town’s environment and public utilities. The commission gave the green light to a septic system repair on Tickle Road and an extensive waterline installation extending to Gifford Road. These projects, alongside discussions about elevator installation in a flood zone and considerations for local wetland delineations, were at the forefront of the commission’s agenda.
At the heart of the meeting was the approval of a repair to the septic system on Tickle Road. The property, situated near South Watuppa Pond, proposed a repair involving a two-compartment tank and an Advantex A20 treatment system, ending in a bottomless sand filter. After the Board of Health gave its approval, the commission concurred, granting a negative box 3 determination.
Another topic that garnered attention was the waterline extension project by the Town of Westport to Gifford Road. The ambitious project plans for approximately 10,600 linear feet of new water line and water services for side street connections. The commission carefully considered how the waterline would traverse sensitive areas like Bread and Cheese Brook. After a thorough discussion about the construction methods, which would use pits and pipe installation to minimize environmental disruption, the commission approved the project with the stipulation of standard conditions for file number SE 82750. They were also informed that the funding for the waterline project was secured through a grant, assuaging concerns about potential financial burdens on the town.
In a similar vein, the commission discussed the installation of a secondary water line at The Crossings. The focus was on ensuring the protection of water quality and addressing the impact on the local brook trout fishery. The project would involve double-contained piping, and the commission reviewed Mass Highway’s erosion requirements and submittal process, including the installation of catch basin barriers.
Deliberations extended to a property on Ching Web Lane, where a homeowner sought permission to install an elevator on a structural slab attached to the existing house within a flood zone. The commission recommended approval with a negative box 2 determination.
The commission also addressed the delineation of wetland areas for a property on Drift Road, where Wetland Flags 101 through 129 and 197 through 212 were reviewed. The commission voted to endorse the delineated wetland flags as accurate.
Adding to the regulatory discussions, the commission handled the continuation of several notices of intent for property developments. Furthermore, the commission reviewed a Chapter 61A release form for a property on Kelsey Way.
The meeting also touched on enforcement actions related to dock structures and restoration plans for certain properties. In this vein, they discussed Chapter 91 licensing for dock structures, contemplating maintenance issues and the implications of sea-level rise.
