- Meeting Overview:
The Morris Plains Borough Council meeting addressed a range of topics, but the management of the local feral cat population and the consideration of a Trap-Neuter-Return (TNR) program took center stage. The council members discussed potential amendments to the cat ordinance in response to concerns about the increasing number of stray cats, the effectiveness and enforcement of current regulations, and the humane treatment of these animals.
The TNR program, which involves trapping feral cats, neutering them, and then returning them to their environment, was a focal point of the debate. Council members contemplated adopting this approach as an alternative to the existing method, which includes trapping and possibly euthanizing cats. They discussed the “you feed, you fix” provision, which would make individuals accountable for the cats they feed, and the necessity to redefine what constitutes an “owner” to include anyone who harbors or maintains a cat. The complexities of enforcing regulations, the requirement for rabies vaccinations, and the use of microchipping to identify cat owners were also subjects of the council’s deliberation.
Another topic at the meeting was the approval to advertise for bids for the demolition of three structures located at one Gyfear Drive. The council gave the green light to proceed with the process.
The meeting also included a review of a proposed banner design, where the council deliberated on establishing a yearly schedule for different types of banners to be displayed in the town, considering existing ones that represent veterans.
Aside from the discussions on feral cats and the banner schedule, the council addressed various administrative matters, including the approval of minutes, annual licensing reports, and the hiring of personnel for different departments. Permissions for serving alcoholic beverages at community park pavilion events were granted, and the upcoming executive session was announced. The public portion of the meeting saw residents expressing gratitude towards the police department for their service.
Committee reports provided updates on local government activities. The Public Safety committee highlighted the police department’s involvement in the Click It or Ticket campaign, the forthcoming Memorial Day Parade, and National Night Out. Positive feedback about the school resource officer was shared, with plans to invite him to address the council.
Public Works committee updates included preparations for the parade, maintenance activities, tree planting initiatives, and the awarding of the Road Improvement contract. The American Water Company plans were also mentioned. The Buildings and Grounds committee reported on the trail grant, Farmers Market, and the status of initiatives like the Municipal Alliance and Teen Center. A discussion by the transportation advisory committee was also noted.
The Public Health, Sanitation, and Sewers committee reported on a family health day event and outdoor activities. More updates on the Municipal Alliance and Teen Center were given, highlighting the council’s focus on health and community engagement. The Planning Board’s contributions and Girl Scouts activities were acknowledged.
Lastly, the council passed an ordinance on first reading regarding the appropriation of funds for various improvements. The approval of vouchers and a motion for adjournment concluded the meeting.
