In a recent meeting, the Apopka Planning Commission deliberated over several development plans and zoning requests, ultimately recommending approval for multiple projects that could shape the city’s future landscape. Among the items discussed, the commission recommended the approval of a special exception for an accessory dwelling unit, a special exception use permit for a place of worship, and major development plans for both a business center and multifamily apartments.
The commission’s meeting included a detailed examination of a request to build an accessory dwelling unit for family use on a property within the rsf1 residential single-family estate zoning district. The applicant, Margaret Bronson Seawell, sought approval to construct the dwelling for her elderly grandfather. The unit would include complete independent facilities and adhere to the required setbacks of the principal structure. The commission’s recommendation for approval came with the condition that the kitchen within the unit must serve only the owner’s family, maintaining the property’s single-family status.
Similarly, the commission reviewed a request for a special exception use permit to expand an existing place of worship within the rce residential country estate zoning district. The applicant proposed a 9,600-square-foot addition to the current facility. The development Review Committee had recommended approval, and the commission agreed, moving to approve the special exception use permit.
On the commercial development front, the meeting addressed the Marshall Lake Business Center major development plan, which sought approval for the construction of six new buildings, totaling 43,900 square feet, on a 6.43-acre site surrounded by industrial uses. The commission also considered the Plymouth Sorrento Apartments major development plan, proposing 242 multifamily units with a density of 18.55 dwelling units per acre. This development aimed to provide a transition from the commercially intensive uses along 441 to the existing single-family residences east of Plymouth Sorrento Road. Both development plans received the commission’s recommendation for approval, with particular attention given to the inclusion of EV charging stations and coordination with state agencies for necessary approvals.
The commission’s agenda also included a small-scale future land use amendment request for the property on South Highland Avenue, where the applicant, Joseph Lewis, sought to change the zoning from residential low to industrial to allow for the development of a storage warehouse. Moreover, Investment Alliance LLC requested a future land use map amendment and PD rezoning for a 4.17-acre property on Road. Both requests were met with approval recommendations from the commission after careful consideration.
Public comments during the meeting raised concerns about the potential impact of the proposed developments on traffic, property taxes, and the character of the neighborhood. The commission provided clarifications and assured the public that these issues would be addressed further in the development process.
The commission also addressed other items, such as the Park View Preserve Phase 2 plat and the Kelly Park Multifamily Phase 3 plat, both of which were recommended for approval. Additionally, there was a moment to honor the service of Jim, the community development director, who was retiring. Praise was given for his efficiency and dedication to the community.
The meeting concluded with a discussion on a development project’s density, setbacks, and land use and zoning processes. Although the commissioner expressed satisfaction with the city and developer’s efforts to meet all requirements, there was notable disappointment with the low public turnout, contrasting with previous meetings that had seen strong attendance. Despite this, the commission moved to recommend approval of the major development plan, which would proceed to the City Council for final consideration.
