In another notable case, the commission discussed the demolition and reconstruction of a garage on West Perry Street. The existing garage’s historic, architectural, and aesthetic significance was weighed against its structural soundness and the economic feasibility of restoration. The applicant argued for demolition due to safety concerns, and after deliberation, the commission approved the demolition application. The commission also reviewed proposals for a new detached garage on the property. There was debate over the placement and design of the new structure, specifically whether it should replicate the original garage’s design features and location. The commission gave conceptual approval for the new garage with recommendations to retain the original location and match the original doors’ width.
The commission tackled several other property developments during the meeting. For a non-contributing property on Reading Avenue, the architect presented a revised application with changes including a reduced driveway, a landscaped front terrace, and smaller porches. The commission members positively received these modifications, but questions arose regarding the roofing materials and panels on the sidewalls. The architect clarified the use of Cedar or asphalt for the roof and explained that the panels served as doors for storage and windows for light. The commission approved the application with conditions for detailed cut sheets for the doors and roofing materials.
Furthermore, the commission approved an amendment to remove non-proportionate shutters from another property, despite the applicant’s personal preference against shutters. They also granted final approval for the design and materials of a new detached garage, which included expanding an existing porch and proposing pavement and pavers.
An application for a rear addition and windows push on a contributing property on North Street was tabled due to unclear documentation and the need for further revisions. Similarly, another building project was tabled for lacking specific details and documentation. The commission requested more detailed information, cut sheets for proposed changes, and clarification on a chimney’s removal.
Additionally, the Painted Lady Condominium Association proposed porch reconstruction and sidewalk removal due to storm damage. The owner and architect presented plans emphasizing the need to maintain historical integrity. The commission discussed the structural repairs, post dimensions, and masonry veneer piers.
The meeting also addressed parking regulations. Two proposals were presented: one more restrictive, prohibiting parking under structures with exceptions, and another extending historic district regulations to the entire town. The commission debated the impact on parking availability and the city’s aesthetics. Ultimately, a motion was made to communicate proposals for parking beneath residential buildings to the city council.
Lastly, a proposed ordinance regarding the parking of boats, trailers, and RVs on private property was discussed. The commission raised concerns about the impact on aesthetics and the need for enforcement. The ordinance will be sent to the planning board for review, with a call for clearer and more specific provisions.
