Aries proposed establishing design guidelines, grant mechanisms for property owners, procedures for National Historic District registration, and incentives for preservation efforts, particularly in downtown and surrounding areas.
The Commission responded positively to the presentation, recognizing the potential economic benefits and the need for community involvement in historic preservation. Further discussions revolved around the challenges of balancing development pressures with the need to preserve the city’s history.
In line with efforts to enhance the city’s cultural appeal, the Planning Commission discussed the incorporation of artwork to form an Art Trail along Florida Avenue. While the specific type of artwork was not defined, the focus was on creating a cohesive aesthetic that complements existing murals and connects downtown to Lake Shore Park. This art initiative is to be grant-funded, with some matching contributions from the city.
Another item was the conditional use request for Soldier City Fitness, seeking reapproval due to the applicant’s failure to obtain the necessary permits and business tax receipts in the prior approval. The fitness center, intended to occupy 5,000 square feet in an industrial zone, was recommended for approval by the staff.
The Commission also addressed a proposal for the St. Cloud Marketplace, a planned unit development zoning district, including a preliminary and final master plan for a commercial subdivision on 10.33 acres. This development envisioned a freestanding emergency room, multi-tenant suites, and future commercial uses such as restaurants, requiring a rezoning to offer flexibility in lot size and building setbacks.
Additionally, a voluntary annexation request for approximately 2.7 acres north of Narcoossee Road was discussed. The parcel, found to be contiguous and reasonably compact, would only undergo voluntary annexation at this stage, with no immediate requests for a change in land use or zoning.
During the public comments section, individuals sought clarification on the locations of proposed developments, while another inquired about the status of a vacant property undergoing voluntary annexation.
The annexation of a specific property was also a topic of interest, with a representative of the applicant voicing concerns about utilities and partial transfer to builders. The Commission clarified that the focus was on the annexation request, not broader development issues. Residents raised concerns about potential flooding and impacts on their properties. City staff clarified that the annexation request was to allow a nearby apartment complex access to 192, with no current development plans for the property. The Commission recommended the approval of the annexation.
Further discussions included the annexation, comprehensive plan amendment, and zoning map amendment of a 2.45-acre property aimed at creating two single-family homes. The discussion touched on maintaining the property as agricultural land, with the city code permitting this use. The Commission recommended the approval of the related ordinances.
Finally, the proposed subdivision on Lilan Lee Road was discussed. There was resident confusion about the impact of annexations on their properties, which city representatives clarified. Concerns about the annexation of a water plant and the creation of enclave areas were addressed, with officials explaining the strategic plan behind the annexations and the conditions under which property owners need to apply.
