- Meeting Overview:
The Seminole Code Enforcement Board meeting concluded with several property owners facing substantial fines for various code violations, notably for non-compliance issues related to abandoned vehicles and unauthorized use of land. The board imposed fines totaling thousands of dollars, with daily penalties for continued non-compliance, and extended deadlines for some cases due to extenuating circumstances.
One of the most significant outcomes of the meeting involved a property on Leon Street, where the owners were fined for using a vacant parcel of land as storage in an R1 zoning district, in violation of the Seminole County Land Development Code. Initially, the board recommended a lien amount of $6,300 for 63 days of non-compliance. However, after deliberation, the board decided to reduce the fine to administrative costs, contingent upon payment within 90 days, or it would revert to the full amount. This decision highlights the board’s willingness to negotiate penalties under certain conditions.
A similar discussion took place regarding a violation on Holly Hawk Drive, where the owner was found in violation of the fence requirements dictated by the same Land Development Code. The recommended lien here was $3,750 for 75 days of non-compliance. The board, consistent with the earlier case, reduced the fine to administrative costs with a specified payment period, after which the original amount would be reinstated.
In another notable case, the board addressed the issue of abandoned or junked vehicles on a property, resulting in a recommendation to impose a fine of $15,300 for non-compliance from December 23rd, 2023, to May 23rd, 2024, with an additional $100 per day penalty for each day the violation continued past the latter date. The absence of communication from the property owners was noted, and the board expressed concern over the lack of response or action to rectify the situation.
Additionally, a property with remains of a structure was discussed, with the board recommending a fine of $2,700 for non-compliance spanning from April 27th to May 23rd, 2024, plus a daily fine of $100 for continued violations post-deadline.
A separate case of rubbish and abandoned vehicles on Williams Avenue was presented, with the code enforcement officer showing photographic evidence of the violations. The respondents were initially given a deadline of June 7th to correct the violations, but one member proposed extending the deadline to July due to the hardship of cleaning up following a family member’s death. The board agreed to extend the deadline for the rubbish, but not for the abandoned vehicles.
The meeting also addressed a case involving a rubbish violation on Baswood Lane. Misha C. Bland, the respondent, contested the code enforcement officer’s findings, stating the property in the photographs did not match hers and mentioned experiencing harassment. Bland expressed a willingness to address the debris issue by the June 7th deadline, despite some confusion over using logs to separate grass and bushes due to HOA regulations.
Another case involved uncultivated vegetation on Cherokee Circle. The enforcement officer provided evidence of ongoing non-compliance, leading to a recommendation of a $1,350 fine for 27 days of non-compliance.
The board did not bring any other cases forward for discussion. The meeting concluded with routine matters, such as the setting of the next meeting date and a note on the annual conference, which was not occurring that year.
