- Meeting Overview:
The Newbury Open Space Committee is seeking to update the town’s Open Space Plan with a keen focus on enhancing accessibility and engaging the community. In a recent meeting, the committee discussed a range of topics, including the need for improvements to town-owned facilities to comply with the Americans with Disabilities Act (ADA), particularly at PlIsland. This requirement for ADA compliance sparked a broader conversation about the accessibility of public bathrooms and other amenities. The committee is considering budget allocations to address these compliance and accessibility improvements.
In addition to ADA compliance, the committee emphasized the importance of public engagement in the Open Space Plan’s update. The potential use of postcards to promote a survey and gather public input was discussed as a strategy to increase community involvement. The committee also deliberated on the effectiveness of the town website for communicating its activities to the public, with views ranging from dissatisfaction with the site’s presentation to acknowledgment that while meeting information was available, improvements could be made.
The Merrimack Valley Planning Commission (MVPC) played a role in the discussions, with their representative providing insights into services such as reviewing the old open space plan, facilitating meetings, public outreach, mapping, and developing the narrative and action plan. The committee members inquired about the level of effort MVPC could provide, particularly in narrative development and action item generation.
The committee considered the shifting trends in state expectations for open space plans, such as the inclusion of up-to-date demographic data and climate change statistics. The importance of prioritizing environmental justice and climate resiliency in the plan was underscored, aligning with state and federal expectations.
Furthermore, the committee discussed the process of member appointments and the need for reconfirmation, acknowledging the limitations set by the town Charter regarding reappointments. One member suggested that appointments should align with the development and execution of the plan, which could last at least two years.
The possibility of engaging other organizations in the town and seeking letters of support for a grant application from various groups, including the Historical Commission and Planning Group, was also considered. The committee discussed the definition of “engagement” and the types of activities that could fulfill the engagement requirement for the grant application, such as public meetings and surveys.
The committee debated whether to delegate the review of the draft application for the open space plan to one member or to collectively review it. They also discussed the timeline for MVPC’s deeper involvement, especially in relation to a potential grant, and contemplated reaching out to various organizations for input and support, including the Recreation Committee and the Trustees.
They planned to report on discussions with the Recreation Committee at the next meeting and showed eagerness to add agenda items and provide input for the open space plan initiative.
