Chatham Zoning Board Deliberates on Pier Reconstruction and Residential Projects

The reconstruction of the historic pier, which had been in existence since the 1930s, was a focal point of the meeting. Another application presented by attorney James Norcross involved the change, alteration, and expansion of two non-conforming dwellings on a non-conforming lot on Beach Pl Road. The complex conservation setbacks and the fact that the lot did not meet the required frontage and setback criteria made the case particularly challenging. Norcross advocated for a demo rebuild due to the poor condition of the existing structures and the floodplain’s location. The proposed plan aimed to maintain the existing footprint while expanding upwards to create additional living space and expanded decks to benefit from the views of Taylor’s Pond. Despite concerns from the public regarding the potential impact of the project’s height on neighboring views, the board approved the application with a focus on the minimal changes to the footprint and the compliance with the zoning bylaws.
The meeting also covered an application for a property alteration on Stillwater Road. The proposal, presented by the applicant’s representative, Bill Riley, detailed the construction of an addition designed to facilitate aging in place. The addition, including a two-car garage and a family room, complied with all bulk and dimensional requirements of the bylaw. The board unanimously approved the application, noting the minimal visibility from neighboring properties due to the topography and tree growth.
The board reviewed additional proposals, such as a demolition and construction of a new dwelling on a non-conforming lot. The design aimed to maximize first-floor living space while maintaining outdoor living areas and minimizing the extension into the setback from the top of Coastal Bank. With all bedrooms located on the second floor, the proposed house’s height was 3 feet 6 inches lower than the allowed height. Deliberations for this and similar applications resulted in approvals with conditions related to construction timing and vehicle containment.
They considered details of the applications, such as gross floor area, use of rooms, and visual character. The board also addressed concerns raised by the public and took into account the evolving nature of the neighborhood and adherence to setback regulations.
In addition to the reviewed applications, the board debated the impact of a proposal on Kitties Lane to enlarge and alter a dwelling on a non-conforming lot. The proposed construction’s size and scale were scrutinized, with a split opinion among board members regarding its potential detrimental impact on the neighborhood. A continuance was granted for further review.
