- Meeting Overview:
In a recent meeting, the Ayer Conservation Commission approved crucial environmental measures, including the order of conditions for a notice of intent related to flood storage and peak flow mitigation at West Main Street, and granted an extension for the Ayer DPW’s project on Jonathan Drive, highlighting the Commission’s active role in managing the town’s environmental concerns. The meeting addressed an array of topics from invasive plant management to the impact of local development on water resources and trail maintenance.
The Commission’s approval of the order of conditions for the notice of intent at D file number 100-0488 for West Main Street at Nonous Brook marked a point of discussion. Addressing DEP comments, the Commission reviewed a hydraulic analysis by Hoyle and Tanner, focusing on flood storage and peak flows downstream during storm events. The potential impact of a billboard column on the replication area and the removal of invasives within the riverbed also came under scrutiny. The notice of intent was approved without additional special conditions and the public hearing for the same was unanimously closed.
The extension request by the Ayer DPW for the order of conditions on Jonathan Drive, D file number 100-0455, due to delays in obtaining easements from the Department of Conservation and Recreation for the National River Rail Trail, was another focal point. The Commission, recognizing the challenges related to article 97 disposition regulations, approved the extension, facilitating the continuation of the DPW’s work. This was complemented by informal discussions regarding the potential timeline for construction and logistical considerations.
As for the bike path development, the Commission discussed the installation of an entry and exit pit on Jonathan Drive and between two houses on the new Pleasant Street Extension, comparing it to a similar project on Sandy Pond Road. A two-year extension was approved for the Jonathan Drive project. The Commission considered the planting of trees near an easement while paying heed to maintenance and restoration. The type of nails for installing Trailblazers was debated, weighing stainless steel against aluminum options. The Commission’s efforts in invasive species management were evident as they discussed the removal of knotweed at Peroni Park and the potential impact of a development south of the power lines.
Long Pond’s environmental integrity was a subject of concern, with the Commission discussing the need for monitoring wells to protect against stormwater runoff and examining the stormwater report’s implications on the slope down to the pond. The necessity of a restoration plan for previously disturbed land north of the power lines, preserving a gravel road for trail use, and tackling invasive species and illegal dumping issues underscored the Commission’s environmental focus.
The possibility of hybrid meetings for town boards and committees was briefly mentioned. The Commission also talked about upcoming activities, including water and wetlands surveying and a canoeing adventure, and reported on external Vernal pool and invasive species removal training.
In tackling invasive plant challenges, the Commission explored various removal methods, including a device potentially available for public borrowing. They contemplated a public education event, possibly featuring a real beaver, to foster greater community engagement in environmental conservation. The importance of promoting native species and water conservation was recognized, with plans to include such topics in the town’s summer newsletter.
