- Meeting Overview:
In a concerted effort to address infrastructure and environmental concerns, the Conway Selectboard engaged in discussions on the Conway State Forest Road’s deterioration and the financial implications of a Community Grant match at their May 28th meeting.
The session opened with an in-depth examination of the Conway State Forest Road situation, spotlighting the decay of culverts near Maynard Cemetery. These structures, further compromised by unauthorized vehicle traffic, prompted the Forest and Trails Committee to suggest replacing them with bridges. To mitigate the issue, a proposal was made to restrict vehicular access through the installation of gates. However, the Selectboard voiced apprehensions regarding legal obligations to maintain cemetery access and the practicality of managing gate keys. Deliberations also touched upon public safety considerations and the importance of consulting with the necessary authorities to proceed judiciously.
The conversation transitioned to the financial debate surrounding the potential Community Grant, which sought $866,000 for culvert repairs on Shelburn Falls Road. Central to the discussion was the town’s responsibility to provide a 25% financial match. Opinions diverged on whether the town’s investment was justifiable, given the highly competitive nature of the grant and the risk of diverting funds from other town departments, such as the highway department. The discussion reflected broader concerns about the town’s budgetary constraints and the strategic allocation of resources.
In addition to these matters, the board tackled the prospect of applying for a grant to fund a stream crossing project. The grant application, which initially featured a matching fund requirement, sparked uncertainty regarding the project’s timeline and the specific type of culvert to be installed. In the end, the board opted to apply for the grant without the matching fund.
The meeting also saw administrative activities, including the reappointment of Sarah Newman to the board of registers for a term concluding in 2027. Furthermore, discussions ensued about delegating responsibility for addressing individual warrant articles at the upcoming annual town meeting to various members. A proposal emerged to organize a comprehensive sit-down involving multiple town entities to deliberate over a particular unspecified matter. Concerns were raised about the resources such a meeting would entail, including the potential financial and time investment.
Amidst these pivotal agenda items, the Selectboard also acknowledged local happenings, highlighting the senior prom and the forthcoming town meeting. With topics attended to and future events noted, the board agreed to adjourn until the subsequent town meeting.
