The inclusion of the terrain modification manual in the updated code was a point of contention, leading to the suggestion that it be reviewed as a separate process. The discussion aimed to achieve clarity and ensure that the manual’s inclusion would not complicate the city’s development process, particularly with reference to the Elevate TI initiative’s potential impact on land development regulations.
The initiative’s implications were scrutinized, focusing on how terrain modification could influence the city’s growth and development, especially concerning the Treasure Bay situation. Staff mentioned that the ordinances were being presented in smaller workshops to facilitate a more thorough discussion and adoption process. The workshop included detailed consideration of forms required for permit applications and the alignment of definitions with the Florida Building Code and flood management regulations. Further, the meeting addressed the definition and consistent use of terms such as fill material, finished grade, and natural grade, which are critical in the context of FEMA auditing requirements.
