Eustis Local Planning Agency Considers Annexation and Land Use Change
- Meeting Overview:
In a recent meeting, the Eustis Local Planning Agency discussed a significant land use designation change and annexation request for a quarter-acre property at the end of Blaine Street, south of Maine Avenue. The property, owned by Dennis Martin and represented by applicant Eagle Homes’ Zack Huer, is anticipated to be annexed into the city with a suburban residential designation allowing up to five dwelling units per acre. This request aligns with the residential nature of the surrounding area and has been reviewed according to relevant Florida statutes and land development regulations.
The property in question is located adjacent to city limits and currently has access via an unimproved dirt road. During the meeting, staff mentioned that any development on the property would require the extension of utility lines for water and sewer services. Furthermore, it was noted that the property is not within a flood zone and has soils that are conducive to percolation, which is favorable for residential development.
Staff also addressed that the property includes two underlying platted lots, which could potentially be separated, resulting in two lots of approximately 260 feet by 110 feet. However, there was a concern raised about ensuring the property owner is aware of the standard lot sizes required for different types of dwellings, such as duplexes or single-family homes, to avoid any need for waivers or variances in the future.
The discussion also covered the necessity for the property to have appropriate stabilized access, likely requiring the upgrade of the current dirt road to city standards. This would be a factor to ensure proper infrastructure is in place to support any potential development.
The recommendation from staff was to transmit the land use change to the city commission, emphasizing the property’s location within what is described as an enclave within the city that would be suitable for development. Following the discussions, the committee moved to approve the recommendation, which will be further considered at an upcoming city commission meeting.
