The hazardous materials cleanup at the Woodruff property was estimated to exceed the initial budget by $85,000, prompting a request for more information on the nature of the materials and public safety impact. The board discussed the need for a comprehensive list of previously submitted but unfunded projects to ensure all potential ARPA-funded projects are considered.
The creation of a budget task force was another focal point, aimed at recommending a sustainable fiscal plan for the town for the next 3 to 5 years. The task force is expected to evaluate municipal and school performance, revenue sources, and cost-saving measures, presenting findings by December 31, 2024. The board nominated a representative to serve on the task force and debated the task force’s membership, with an emphasis on including public positions and considering the frequency of meetings.
Regarding town policies, the board tackled the topic of electronic communication devices, proposing updates to ensure terminated employees no longer have access. They debated whether the policy should extend to Google Drive and SharePoint access and whether it should differentiate between volunteers and employees. The draft outdoor alcoholic beverage service area policy was also reviewed, with members calling for clarity on requirements for crash protection and restrictions on outdoor heating elements, as well as the need for a streamlined application process.
The licensing agreement with Shady Point became a point of debate concerning insurance requirements and the monitoring of resident activities. The board agreed to invite Shady Point to a future meeting to discuss these issues further. Updates to the board committee handbook were also reviewed, including town email accounts for board and committee members and meeting scheduling.
The board also discussed the formation of financial policies, described as a comprehensive document with references to Massachusetts General Laws. Additionally, the town manager’s contract was extended until August 4th, 2024, following an executive session.
