Morris Plains Board Approves Development Project

The development slated for 1625 Route 10 LLC on Littleton Road was the focal point of the meeting. The board discussed the applicant’s proposed improvements, which include stormwater basins, landscaping, utilities, pavement markings, and access improvements. A variance was requested due to a parking shortfall of 107 spaces. Despite this, the board was satisfied that all state requirements for stormwater management would be met, with maintenance responsibilities falling to the owner.
Discussion around the project was robust, with the board addressing the potential removal of trees along Signature Place and the need for replanting after regrading. The board also deliberated on shared access with Stop and Shop and the milling and paving of the driveway, highlighting the need to communicate with the adjacent property owner.
Variances and design waivers sought by the applicant were scrutinized, with the board examining the testimony of the applicant’s representative and the site plan discussion. Despite the need for variances related to parking spaces, steep slopes, setbacks, and lighting levels, the board resolved to grant preliminary site for the entire property, with variance relief, subject to specific conditions.
One of the more issues was the gating on garbage containers. The board requested the gates be spring-loaded to ensure they remain closed, with the details of the dumpster enclosure to be revised. The applicant had reservations about the impact this would have on the garbage collection process, but it was ultimately agreed that the language should specify the addition of springs or other devices to secure the gates.
The board also tackled the intricacies of the resolution for the application PB 4-23. Mr. Tom, the applicant, noted several issues that required attention, such as the lighting plan, particularly the security lighting that may need to remain on beyond business hours. The need to remove portions of the parking lot’s north and south islands to create a continuous driveway was also discussed. Furthermore, the applicant requested the removal of condition 17, which pertained to the construction of a sidewalk toward Signature Place, arguing that condition 18 sufficiently addressed the matter. After deliberation, the board agreed to eliminate condition 17, considering the uncertain number of development phases.
In addition to the development project, the members raised concerns about a bill related to affordable housing recently approved by the State Senate and Assembly. The potential impact of this bill on the community was a point of worry, with the need for a certified affordable housing plan by July 2025 mentioned.
The meeting concluded with administrative matters, including the approval of bills from Anderson and Densler Professional Services and Philips Price and Greo for Professional Services. The board also reviewed and approved the minutes of the February 12th, 2024 meeting without amendments.
