The representative also detailed the public notification procedures and invited the commission to observe operations firsthand, highlighting that live operations occur approximately 35 days a year.
The commission engaged in discussions on a series of housing-related proposals. They evaluated an ordinance addressing large acreage subdivisions, which specified the approving body for certain subdivision processes, required a stormwater management permit, and addressed the impact of tree preservation on agricultural properties. The debate included the importance of clear communication and understanding the implications of the ordinance, especially in relation to environmental regulations.
A notable variance request came from Aaron Chavez, who sought approval for a larger-than-standard dock on Lake George in Pearson, citing ADA access needs. Despite staff recommendations for denial based on failure to meet criteria, the commission considered the request in the context of the property’s proximity to the bombing range and the impact on Lake George.
The commission also approved a variance for a homeowner to build a dock that complied with US Army of Engineers’ permits and a request by Mr. Godinho to reduce his property’s side yard requirement, facilitating the replacement of a non-compliant house with a new structure. Another applicant, Mr. Buck, presented a variance request to reduce yard requirements for a dock expansion, though a decision was not reached within the meeting’s documented discussion.
In addition to individual variances, the meeting addressed larger development projects. A rezoning request from urban single-family residential R4 to a planned unit development (PUD) on East Kentucky Avenue in Deland was discussed. The proposal aimed to construct 50 market-rate townhouse units, with the commission considering the potential traffic impact and school concurrency before forwarding the request to the County Council with a recommendation of approval.
The commission tackled concerns about a proposed townhome development’s impact on the surrounding neighborhood, wildlife, and traffic. While members of the public voiced their reservations, the developer assured that the project was not intended as student housing and aimed to provide various housing options in proximity to existing stores. The proposal received attention for its potential to address the shortage of housing inventory in the area.
A small-scale comprehensive plan amendment and a rezoning request for a property on West International Speedway Boulevard in Daytona Beach were also under consideration. The amendment aimed to change the land use designation to accommodate a contractor’s storage yard, with the commission voting to forward both the comprehensive plan amendment and the rezoning application to the County Council with approval recommendations.
Lastly, the commission acknowledged the need to inform applicants about potential additional variances required for their projects. This followed a discussion on the scheduling of future meetings and workload considerations, and the commission expressed appreciation for the service of a departing member.
