- Meeting Overview:
The Hopkinton School Committee held a meeting that primarily centered on a significant school building addition and renovation project, alongside discussions on summer operational hours, the approval of grant donations, and the passing of a firearm storage safety resolution. The most pressing topic discussed was the proposed addition and renovation to the Hopkins School, which includes the construction of additional classrooms, enhanced science classrooms, expanded art and music rooms, and a larger cafeteria and nurse suite.
The project was detailed to encompass approximately 102,000 square feet, with 28,000 square feet of new construction and 74,000 square feet of renovations. It was reported that the overall construction cost had decreased by about $700,000 from prior estimates. The timeline for the project was outlined, with plans to open the addition in 2026 and the full school in 2027. The construction budget, including contingencies and cost management strategies, was a point of discussion due to concerns over the potential for the project to exceed the budget and the implications for the town’s finances.
The Committee expressed the need for a guaranteed maximum price (GMP) and thorough oversight to ensure the project stays within the approved budget. The procurement of construction bids and measures to mitigate bidding risks were debated, highlighting the committee’s efforts to maintain financial prudence. The discussion included references to past construction projects in Hopkinton and the importance of proactive management to avoid financial challenges. Additionally, a detailed presentation of the current status and next steps for the construction project was provided, emphasizing the procurement of trade bidders and the addressing of unknowns in the project documents.
The meeting proceeded with the approval of three contracts essential to the construction project. These contracts were with Perkins Eastman, the Vertex Companies, and Commodore Builders, totaling $1,376,625, $1,645,675, and $8,962,936, respectively. The motion to authorize change order authorization authority was also passed, setting thresholds for change orders up to $75,000 and up to $125,000. The contracts covered construction administration, geotechnical monitoring, commissioning, testing, inspection services, and the early release of contractors to begin construction. The Committee emphasized the importance of aligning the contracts with the town meeting’s set budget and the need for dedicated on-site personnel to manage the construction effectively.
The summer operational hours for the Hopkinton public schools and central office were also discussed. Due to exterior renovations including roof replacement, new siding, parking lot pavement, installation of a Building Management System (BMS), and landscaping upgrades, the buildings would be open daily from 9:00 a.m. to 3:00 p.m. Remote access will be available from the central office through at least July 8th. The superintendent noted that the building owner is responsible for the costs associated with the major exterior renovations of the central office.
In addition to infrastructure discussions, the Committee reviewed grant donations from the Hopkinton Education Foundation totaling $6,751.78. The grants will fund initiatives such as LGBTQ inclusivity training, an integrated science and reading curriculum, stationary bikes for libraries, and a digital stereo microscope for biology labs. The Committee unanimously approved the grants and expressed their appreciation for the foundation’s support.
Furthermore, the Committee moved to pass a resolution related to safe firearm storage. The resolution, which was approved, highlighted the substantial risk of deaths and injuries from firearms and emphasized compliance with Massachusetts General Law regarding firearm storage.
