The council’s discussions included a potential expansion of solar on the north side of the parking lot, which could take place as part of the second phase of the building project. While the design for the solar expansion has not been finalized, it was noted that such an addition would qualify for a 30% Federal reimbursement.
The bid process for the construction project was a focal point of the discussions, with the council outlining a timeline that included the advertisement of bid documents on an online platform called Bid Docs, the receipt of filed sub-bids, and general contractor bids. The construction meetings are set to resume in early September, following the award of a contract to the general contractor after Labor Day. Furthermore, the town is set to confirm the insurance bid process for Builder’s risk with the town’s Insurance HUB.
Another important topic of discussion was the reimbursement process from the Massachusetts School Building Authority (MSBA) for the project funding agreement. The council clarified that all reimbursements are subject to caps and limitations but assured that there had been no surprises or challenges to the agreement. Additionally, the council reviewed and approved a series of invoices related to the project, including payments for construction oversight, sustainability peer review, and testing and inspection services.
During the public comments section, a community member inquired about the accounts used for paying the invoices and receiving reimbursements, as well as the timing of larger bond authorizations for the school. The suggestion of adding a financial update during meetings was put forward to enhance transparency regarding the project’s finances.
The meeting also touched on discussions regarding the school’s signage, with members debating the necessity of illuminated signs, bilingual signage, and the implications of various sign options on visibility and aesthetics. A decision was made to direct the electrical engineer to install multiple fixtures to adequately light the signs.
Finally, the meeting included brief mentions of the school’s name and the potential for renaming, though this topic was tableed without any conclusions. The committee acknowledged the need to align any new signage with the town’s existing standards and the overall design of the building.
