- Meeting Overview:
The Townsend Affordable Housing Trust recently convened to address a series of issues related to the development and management of affordable housing in the town. Among the topics were the forestry contract revisions, the stormwater plan requirement, potential property encroachments, and the progress of the Cottages in the Woods project, along with financial discussions and collaborative efforts with other town entities.
The Trust reviewed amendments to the contract, focusing on the specifics of timber harvesting for two particular lots. The debate centered around the percentage of cutting appropriate for each lot, taking into account the potential for future development. Additionally, the necessity of establishing a buffer along the road was brought up. The Trust also recognized the importance of communicating these changes to the select board.
Another issue of concern was the stormwater plan, which is essential for the forestry operation. The Trust discussed the need for a review that would satisfy state requirements and ultimately the Conservation Commission. The goal was to ensure that the Commission would be informed early in the process, preventing any delays in review and approval.
During the meeting, the Trust also confronted a boundary issue with the Hanes Road property, which had been affected by a neighboring property’s forest cutting. The lack of clear boundary markings prompted the Trust to consider the necessity of a survey to resolve the potential encroachment. The cost of conducting a full survey versus a boundary-only survey sparked disagreement among the members, leading to the consideration of seeking legal counsel from the Town Council.
The long-term Cottages in the Woods project was another focal point, with the Trust examining floor plans for the proposed affordable housing cottages. A ten-year development timeframe was mentioned, highlighting the complexities and extended processes that such initiatives often entail. The Trust planned to consult with the Town Council to discuss the survey issue further and to seek guidance on project advancement.
The meeting also reflected on past affordable housing projects, such as Johnson Woods and Wood Acres, which took seven and ten years to complete, respectively. This retrospective was significant for understanding the duration and challenges of developing affordable housing. The Trust discussed involving the Council on Aging in the planning process, considering that collaborative approaches could potentially expedite the timeline. A novel idea presented was the conversion of an old drive-in theater into affordable housing, which was suggested as an innovative model to be explored.
Looking to the future, the Trust discussed town-owned properties that could be suitable for affordable housing development. One particularly intriguing case involved an 8-acre parcel with an unidentified owner, which the town could potentially acquire for this purpose. Other parcels suitable for projects, such as those by Habitat for Humanity, were also discussed.
Financial matters were not overlooked; the Trust reviewed financial reports, including the interest earned on its funds. A debate arose regarding the home modification loan program and whether it was under the Housing Authority’s or the Affordable Housing Trust’s jurisdiction. A new program for home modifications was mentioned.
