The board engaged in a discussion about the fee structures for legal services, debating the merits of specialty rates versus a preference for straight hourly rates. While some board members leaned towards a consistent hourly rate, others recognized the necessity of higher rates for specialized legal services. The decision to appoint KP Law followed these discussions, setting the stage for the firm’s engagement beginning on July 1, 2024.

A significant portion of the meeting centered on the proposed Chapter 40B affordable housing project on Riverneck Road. The project, which includes 16 townhome units and seven single-family homes, has garnered attention from various town departments and residents. Concerns were raised regarding the density of the development, traffic implications, and environmental impacts, including wetlands delineation and rare species habitat. The board acknowledged the Advisory Board’s support, contingent upon increased affordable housing units, and noted modifications to the architectural plans after a neighborhood meeting. The public hearing was notably continued until August 5th to allow further review and revisions.

Public input included concerns from residents about the potential endorsement of the project, with requests for the Select Board to refrain from endorsing it to allow the Conservation Commission and the Zoning Board of Appeals to address unresolved issues. Community services coordinator Jen M. Lansen also took the opportunity to thank the board for its support of the diversity, equity, and inclusion committee, which received special Congressional recognition for celebrating Juneteenth.

Other topics covered in the meeting included updates on municipal vulnerability preparedness and the Lowell Regional Transit Authority’s encouragement for participation in Transit Month. The board also reviewed a conservation restriction for the Warren Pole reservation, discussed the transfer of care from the Select Board to the Conservation Commission, and approved several licenses and contracts.

The Select Board’s discussions on the two proposed developments at Riverneck Road highlighted the challenges of balancing development with community concerns and environmental considerations. The Davis Companies presented a separate 300-unit residential development proposal, which also sparked debate over its suitability for the area, traffic impact, and the need for further studies on the local habitat.
