Questions were raised about the sewer infrastructure related to the proposed development. However, the commission concluded that without a formal application for the horse track, substantive discussions were premature.
The commission also addressed a longstanding issue concerning a dam on Mill Street. The complexities of redesignating the dam’s status and the technicalities involved were discussed, with an emphasis on the potential liabilities of advising on the dam’s condition. A decision was made to reach out to relevant parties via a large email to request an update on the dam.
In addition, the meeting touched upon several ongoing projects and administrative matters. An update was provided on a restoration project, drawing on an example from Bernardston, where a two-year monitoring effort achieved full vegetative growth. The commission considered imposing a firm 90-day deadline for project completion, with a potential 30-day extension if necessary, emphasizing the importance of timely and efficient work, especially when collaborating with large businesses capable of prompt action.
The commission approved a $331 expenditure for the Massachusetts Association of Conservation Commissions (MACC) and discussed the addition of an e-handbook subscription. The programs offered by MACC were well-received by the commission members, who agreed to proceed with the expenditure.
Old business included an update on the status of a dam on a property where the owner had not addressed issues for over a decade, despite multiple warnings. The dam’s safety and its potential impact on downstream areas were of grave concern, with the commission noting that the dam falls under the jurisdiction of the Army Corps of Engineers and the Office of Dam Safety. The transition of responsibilities due to a commission member’s departure was also discussed, highlighting the need for clear communication to ensure seamless operations.
