- Meeting Overview:
The Middlesex Borough Council meeting was a forum for discussions, with topics ranging from the revision of a tree ordinance to concerns over honoring a former mayor with a criminal conviction. The proposed changes to the tree ordinance, which included specifications for measurements and replacement requirements, emerged as a significant agenda item, sparking debate among the council and community members.
The discussion on the tree ordinance revision was extensive, focusing on the inclusion of specific measurements for trees and addressing exemptions for dead trees from the replacement requirement. The council deliberated on the ordinance’s potential impact on the borough, considering the necessity of a clause for force majeure situations, such as storms that could knock down trees, to prevent inspection costs from burdening the borough’s finances. Additionally, the need for inspectors to ascertain the status of dead trees on private property and the associated implications for the borough were examined. The proposed ordinance aimed to increase the number of trees within the borough, yet it also raised questions about the associated costs and labor involved.
The meeting also saw discussions related to various ordinances for final adoption. Ordinance number 2124-24 on solid waste receptacles was approved without public comment. Ordinance number 2125-24, a bond ordinance for capital improvements and equipment acquisition, was approved after addressing a resident’s inquiry about a roadwork grant and funds allocation for a sheriff’s service agreement. Ordinance number 2126-24, amending landlord registration requirements, passed despite objections from residents over the fee structure and inspection process. The council passed ordinance number 2128-24, establishing the salary range for borough officers and employees, again without public comment.
An issue arose when residents questioned the appropriateness of adding a former mayor’s picture to the wall, given his criminal conviction. This led to a debate on the validity of honoring the former mayor despite his past. The council also grappled with resolutions 185-2024 and 186-2024, which involved authorizing sewer charges and approving sewer billing wave appeals. A lack of information prompted a council member to propose tabling the resolutions for further review, which the council agreed upon.
Another important discussion centered around shared services, with the council expressing urgency to decide whether to continue a partnership with Middlesex or switch to Somerset for shared services with Dellen. The decision was seen as important to finalize by the end of the year. Furthermore, the council acknowledged the success of an upcoming podcast featuring Bill Spia and the announcement of a $65,000 grant for Cook Field.
The meeting also highlighted community matters such as the high school graduation, the passing of dedicated volunteer Ed Benson, and the upcoming Pillar of Middlesex event. Reports from various committees and departments, including the Culture and Arts Committee, the Film Committee, the Shade Tree Commission, the police, fire, and OEM departments, as well as the court, were presented, offering updates on their activities and statistics. The library’s summer programming and the approaching Flower Festival were also mentioned.
The Department of Public Works (DPW) reported on completed projects, installation of new equipment, and the training to address issues with roots and sores. The administrator provided insights into the Capital Plan for 2024 and introduced the rezoning of surplus municipal property.
Towards the end of the meeting, the council showed appreciation for Edie Fenson’s service on the planning board and commended the DPW for their work during adverse weather. The consent agenda included resolutions for summer playground staff and Medicare premium reimbursements for eligible pensioners, while the resolution for an executive session concerning a specific property was unanimously passed.
