During the meeting, the Commission tackled the transfer of a landlocked piece of property located off Adamsville Road. The land, which falls under the Westport Land Conservation Trust’s current ownership, is intended to enhance the trail system within Westport Woods. The Commission moved to accept the deed transfer unanimously.

In other significant actions, the Commission approved soil permits for both River Falls Landscaping and David Cabal for one year. These permits allow the businesses to continue their landscaping and soil-related activities in compliance with the town’s regulations. Additionally, the Commission granted approval for a soil disposal system repair at Rachel Al’s property on President Street. This approval was contingent on the Board of Health’s consent due to the existing system’s failure and the need for substantial improvements to address the issue.

The projects involving Donald Desanti at 101 and 105 Plymouth Boulevard also received attention. These projects, which include the repair of septic systems located within 100 feet of South Watuppa Pond, were granted a negative box three determination. The repair on Plymouth Boulevard included the installation of two septic tanks and a pump chamber, highlighting the Commission’s focus on the technicalities of septic system placement and the implementation of erosion controls to protect nearby water bodies.

Further discussions on environmental compliance included a notice of intent for a house addition on Hill Crest Lane. Northeast Engineers and Consultants presented the project, which met FEMA standards and included an approved Title 5 inspection for the existing septic system. The project was recommended for approval with standard conditions. Additionally, beach nourishment proposals for two lots at 238 and East Beach Road were brought before the Commission due to damage from winter storms. The owner sought permission for the nourishment, which was recommended for approval with natural heritage conditions.

A certificate of compliance request for an elevated home constructed on Street for John Lions was addressed, accompanied by a letter from the design engineer attesting to the work’s completion according to the plan of record. The Commission was recommended to approve the certificate with the condition of maintaining a split rail fence. Another certificate of compliance for a dock constructed on E Drift Road was also approved following confirmation that the work had been completed correctly.

The meeting carried on with approvals of certificates of compliance for two dock constructions, one belonging to Ward Mooney and the other to Douglas Glassman. Additionally, the Commission approved a bill for mileage reimbursement for June.

An issue arose with the Massachusetts DCR’s response to an enforcement action concerning the expansion of an access easement and dune alteration. Concerns from the Commission and locals included the timing and impact of the construction work, the necessity, and height of the perimeter fencing. The DCR agreed to file a notice of intent within four to six weeks to address these concerns. Debates were sparked over the width of the access path, with the Commission emphasizing the need to focus on maximum limits for the access path to ensure emergency vehicle access and expressing concern over the area’s maintenance and environmental disturbances.
