- Meeting Overview:
The South Orange-Maplewood School Board faced a contentious vote on resolution 4627, which proposed the reinstatement of Frank Sanchez as principal of Columbia High School. The resolution sparked a debate within the community, with numerous individuals advocating for and against Sanchez’s return. The meeting, which covered various other topics such as security spending, school grounds conservation, and updates on harassment, intimidation, and bullying (HIB) incidents, also addressed the departures of several staff members and the arrival of the new superintendent.
During the public comments, multiple speakers expressed their support for Sanchez. Laura Wallace, a parent, emphasized the importance of Sanchez’s role at graduation ceremonies, while Adam Shapiro underscored the significance of principal leadership in supporting student and faculty stability. Conversely, concerns were raised about potential safety implications for students and staff if Sanchez returned while legal matters were pending.
Despite the district’s investigation exonerating Sanchez, the board was divided on the vote due to an outstanding assault charge. One board member supported the reinstatement, emphasizing the need to begin the restorative process and repair harm to the high school community, while another voiced the need to consider the experiences of all parties, especially the young girl who came forward with the allegations.
The meeting also brought to light concerns about security spending in the district. Ben Vitali, a community member, questioned the necessity of additional surveillance equipment, advocating for the prioritization of spending on teachers. He cited research that suggested possible negative effects of surveillance in schools.
Another area of community interest was the protection of school grounds and the conservation of shade trees. Jane Conrad presented suggestions for conserving soil moisture and protecting trees to enhance climate resilience and mitigate stormwater flooding.
The impact of the board’s decisions on marginalized students and the commitment to Black lives was also discussed. Zeli Thomas, representing Black Lives Matter Patterson, expressed concerns about the message sent by reinstating Sanchez before being absolved of pending charges, emphasizing the importance of prioritizing the safety of all students and staff.
In addition to the debate surrounding Sanchez’s reinstatement, the board addressed the recent departure of several staff members, including the assistant business administrator, supervisor of athletics, director of communications, and supervisor of special education. The departures were acknowledged as both a challenge, due to the loss of institutional knowledge, and an opportunity for the new superintendent to build a new team and implement a vision for the district. The importance of supporting the remaining staff and new leadership was a consensus point.
The Student Safety Data System (SSDS) report was another key topic, revealing a higher number of alleged HIB cases compared to founded cases, with 15% of investigated HIBs being founded. The report showed a significant reduction in founded HIB incidents due to a recent policy change and highlighted the different trends in HIB incidents at various school levels.
The presentation on HIB incidents outlined goals for increasing learning opportunities in school climate building and social-emotional learning, with the implementation of the New Jersey Bar Foundation HIB curriculum and support for climate teams. The need for clear communication about the HIB process and its implications for families was also discussed.
The superintendent’s remarks at the end of the meeting emphasized the district’s positive trajectory despite the challenges since November. Gratitude was expressed to the outgoing staff, with an optimistic outlook on the future and the importance of supporting the new leadership.
Lastly, the board discussed the training of additional staff to handle HIBs, the district’s progress on goals, and the success of bidding out projects for the long-range facilities plan, with most coming in under budget. Concerns were raised during public comments about the lack of detailed questions in the district’s experience surveys, and the importance of anti-bullying initiatives was also highlighted.
