- Meeting Overview:
The Halifax Board of Selectmen addressed issues related to beach management, public safety, and town governance in their recent meeting. Amid discussions on various topics, the focal point was the management of town beaches, with the board approving an increase in parking violation fees and debating measures to tackle trash disposal, unauthorized activities, and public safety at these local spots. Alongside these discussions, the board tackled the establishment of a government study committee and approved a draft policy for board and committee member training.
The board tackled the issue of beach management, which included the approval of a $50 parking violation fee, aimed at deterring unauthorized parking at town beaches. The Parks Commission presented several concerns, such as the misuse of portable restrooms, unauthorized locks on beach gates, and issues with trash disposal. A proposal for a “carry in, carry out” policy was put forward as a solution to the trash problem, though concerns were raised about potential littering if onsite trash cans were removed.
Further discussions highlighted the difficulties faced by the board in managing beach activities, due to a shortage of staff. Concerns were expressed regarding the illegal use of charcoal grills, lack of clear signage for beach regulations, and the enforcement of speed regulations for jet skiers. The police presented their findings on beach and boat ramp usage, focusing on enforcement plans which included issuing warnings and fines for violations. They also emphasized the need for clearer signage and the challenges in enforcing rules regarding charcoal grills and parking violations.
Residents participated in the meeting, with some expressing concerns over the public consumption of alcohol and the lack of enforcement penalties. Suggestions were made to potentially turn the beach into a Halifax resident-only area to manage overcrowding and safety issues, although the feasibility of such a measure and the enforcement challenges it could pose were discussed. Other residents focused on the enforcement of bylaws related to safety and property at the beach area, with one pointing out an existing bylaw that allows the police chief or an assigned officer to take immediate action if there is a danger or disturbance of peace.
The debate on beach management extended to issues with jet skis and boat ramps. Residents voiced frustrations about non-residents occupying parking spaces with their jet skis, preventing access for local boat owners. Noise complaints related to jet skiers exceeding speed limits were also raised, with suggestions including the placement of buoys and bylaw changes to mitigate the situation. The board recommended reaching out to the police chief for assistance with enforcement issues and recognized the potential for volunteers to aid in monitoring the beach area.
In addition to beach management, the board discussed the establishment of a government study committee to evaluate the town’s current form of government and make recommendations for changes. A draft policy requiring training for members of boards and committees, particularly in areas such as conservation and zoning, was unanimously approved. Updates on town operations, such as the upcoming fireworks event, the online permitting system, and the Council on Aging’s concert on the green, were also provided.
The meeting concluded with discussions on the formation of subcommittees for handling various projects, including a trail grant and beautification efforts. Residents urged the reporting of reckless boating incidents to authorities, and the board proceeded with reappointments to commissions and committees, addressing attendance issues and reminding of a finance committee opening.
