- Meeting Overview:
The Townsend Conservation Commission convened on June 12, 2024, addressing a series of key environmental concerns, including a hazardous bridge situation and development projects that could impact local wetlands. One notable issue involved the Commission’s frustration over a lack of response from Fish and Wildlife regarding a hazardous culvert near BFW, which posed safety risks and erosion concerns. This prompted the Commission to consider enforcement action if no response was received by a specified deadline.
In addition to the pressing safety issue, the Commission reviewed several development proposals with potential ecological impacts. Key discussions included the approval of Dillis and Roy Design Group’s project on Saunders Road, which called for an addition to an existing house, driveway changes, and the removal of 15 trees within a 100-foot wetland buffer. The project was approved with the condition that a recharge trench be extended and a second silt fence be added to mitigate environmental impact.
Another discussion centered on a proposed expansion on Pier Lane, requiring the addition of a new deck and house extension within a riverfront area and wetland buffer zone. The Massachusetts Department of Environmental Protection’s input led to the proposal’s approval, contingent on the implementation of measures to ensure the permanent protection of a re-naturalized area on the property.
The Commission’s agenda also featured a report by the Land Use Coordinator, who presented a draft map to educate the public about the town’s environmental resources. The map highlighted wetlands, streams, floodplains, vernal pools, and ponds, and their associated buffers. The Commission planned to make the map accessible to property managers, real estate firms, and the public, integrating it into the town’s website and assessor’s records.
Correspondence from a resident concerning tree removal on Sonic Road was brought to the Commission’s attention, with concerns raised about the environmental implications. Similarly, a letter from homeowners on Venton Pond requested permission to remove dead trees posing potential risks to their property and the surrounding area. The Commission agreed to conduct a site visit to assess the situation more thoroughly before taking action.
The Commission also tackled the subject of rail trail improvements, including the replacement of bridge decking with natural wood materials and the installation of interpretive signage by the Wild and Scenic Natural River Stewardship Council. While members discussed safety concerns regarding handrails and the appropriateness of signage placement, decisions were made to move forward with the enhancements.
Another topic of interest was the replacement and upgrade of a septic system on Edwards Road, which would occur within a 200-foot buffer zone. The Commission deferred a decision to a future meeting, after a detailed review of the proposal. Additionally, an RDA for modifications to Sterilite’s building on Main Street was approved, following clarification that the changes would not affect outfalls on the property.
The discussions revealed the members’ dedication to preserving local ecosystems while accommodating necessary enhancements and addressing residents’ concerns.
